Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
Under the supervision and guidance of the Director, the incumbent will be responsible for the implementation of the development cooperation policy in the Europe and CIS region.

1. Strategy/budgetary responsibilities
- Assess the adequacy of the existing UPU policy on development cooperation and recommend enhancement of this policy and regionalization of field activities by developing and formulating regularly comprehensive and in-depth analysis
- Analyse the status of postal services in member countries and design, develop, formulate and implement the regional development plan (RDP) for the UPU's four-year programming cycle.
- Monitor the level of development of postal services in the countries of the region and report on any challenges or opportunities that may have an impact on the implementation of the regional development plan
- Participate in the Elaboration DCDEV work proposals and define deliverables for the IB technical assistance in the field in accordance with the UPU World Postal Strategy
- Identify the regional targets to be incorporated in the DCDEV work programme framework
- Examine interregional project proposals concerning the objectives and financial resources to be allocated.
- Lead and advise member countries on technical cooperation matters.
- Lead and advise member countries in implementation of Sustainable Development Goals (SGDs) in link with the postal sector.
- Develop and enhance relationships with Member Countries from the Region (Governments, Embassies, Ministries, Regulators and Designated Operators)
- Foster financing partnerships and resource mobilization with member countries, restricted unions and regional partners within the framework of the RDP and make proposals for the allocation of Voluntary Fund or other resources available for the region.
- Identify and develop relationships with potential UPU partners and donors to enhance the postal sector in the region.
- Facilitate coordination of International Bureau activities in the field and liaison with regional and national partners.
- Establish an effective working relationship with field project teams and restricted unions for the purpose of facilitating activities.
- Ensure that regional activities and initiatives are in sync with and reinforce the overall strategic framework of the UPU, in particular the UPU Strategy and the resulting regional Initiatives; and serve to reinforce the UPU's core mandate.
- Promote intra-regional cooperation as well as interregional coordination of other regions, especially with a view to addressing cross boundary issues at the intersections of these Regions

Budgetary responsibilities
- Analyse the financial implications of actions proposed for the region,
- Direct, supervise, prepare and justify budget forecasts
- Monitor the implementation of allocated budgets, establish measures to correct where appropriate
- Sign financial commitments for planned activities; provide guidance as necessary,
- Supervise reporting.

2. Operational functions and project management
- Formulate, implement and monitor regional and national projects
- Oversee the development, formulation and implementation of RDP projects involving other IB directorates, as well as the implementation of all projects in the areas under his/her responsibilities
- Assist countries in specific situations with formulating national projects and accessing funding from the UPU and its partners
- Lead and supervise the projects' and activities' implementation work of the regional offices' teams' members
- Lead, coordinate and monitor the effective work of the field experts to enhance technical support to members countries in the region to ensure implementation of project goals and objectives
- Lead and coordinate any administrative actions related to the implementation of projects, including all matters related to the recruitment of consultants, procurement and training.
- Address member countries' questions, propose solutions

3. Lead and manage the programme, promoting a spirit of professional curiosity, anticipating new challenges, seeking solutions and assessing their efficacy, all the while showing a commitment to achieving excellence.
- Launch the development and implementation of the programme's work plan, in particular establishing the forecasts, priorities and anticipated needs in terms of human and financial resources.
- Achieve the annual objectives and see to it that the programme keeps to the budget by increasing its efficiency.
- Ensure the relevance and viability of all the policies, processes, procedures, tasks and systems in place.
- Lead, motivate and guide team members. Draw up their work plans and objectives, give them feedback on their work, highlight positive results and resolve issues surrounding less positive results.

4. Other duties
- Improve and enhance the relationship with member countries and government representatives in Switzerland.
-Organize and participate in regional meetings and represent the UPU at those meetings where necessary.
- Prepare all necessary inputs and documents and contribute to the work of the Union's bodies as required
- Other duties, as required by the function

QUALIFICATION AND SKILLS REQUIRED
Education:
First level university degree (Bachelor or equivalent) or advanced university degree (Master or equivalent) in economics, international relations, international finance, corporate management or related field
Experience:
with advanced university degree at least 7 years of relevant experience with a designated postal operator, postal organization or in the field of development cooperation.
Or
with first level university degree at least 9 years of relevant experience with a designated postal operator, postal organization or in the field of development cooperation
Technical knowledge:
1. Knowledge of project design, formulation, implementation and assessment
2. Good knowledge of the region covered by the position in terms of economic development and socio-political environment
3. Knowledge of techniques relating to finance, accounting and management control.
4. Knowledge of drafting and written communication techniques
Skills and abilities / competencies:
1. Ability of strategic vision

4. Ability to promote partnerships across the Organization and beyond

Language skills:
Proficiency in English or French. Knowledge of the other language would be an asset.

Knowledge of Russian would be an asset.
Additional Information:
French is the official language of the UPU. English and French are the working languages of the UPU International Bureau.

Annual salary: (Net of tax)
77,326 USD
Post adjustment: 81.6 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
