Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
Under the direction and responsibility of the Director of Administration and Cabinet, the incumbent will perform the following responsibilities:
a) Lead, coordinate and supervise all strategic and program activities in the areas of partnerships and external relations, including:
- all strategic and program activities in the area of inter-agency affairs and resource mobilization (RM);
- all activities in the area of communication and outreach;
- all activities in relations to the Consultative Committee.
b) Design and facilitate shared objectives and their deliveries between the programmes under her/his responsibility.

1. Partnerships and Stakeholder Engagement
1.1. Lead and coordinate the development, implementation, monitoring and evaluation of a high-level strategy on partnerships with external stakeholders
1.2. Helping and working with relevant internal stakeholders, identify, lead and implement stakeholder engagement initiatives aimed at improving the UPU's visibility and engagement with relevant groups of stakeholders, including in support of the UPU's RM objectives.
1.3. Working with relevant internal stakeholders, design and lead the implementation of targeted messages and communications to enhance stakeholder engagement.
1.4. Monitor and develop the relations with the partners agencies, funds and programmes within the United nations system
1.5. Lead and coordinate the development and implementation of strategies and activities to: (a) ensure the relevance and sustainability of the operating model of the Consultative Committee; and (b) enhance the UPU's engagement with the private sector players and other members of the Consultative Committee.

2. Resource mobilization
2.1. Lead and coordinate the development, implementation, monitoring and evaluation of a RM strategy and methodology for the UPU.
2.2. Aligned with the RM strategy, lead and coordinate initiatives aimed at maintaining and expanding on the UPU's extra budgetary sources of funding.
2.3. Working with relevant internal stakeholders, help identify UPU programmes and activities that may attract external resources. In conjunction with the relevant directors and programme managers, design and propose projects for submission to RM partners and lead, on behalf of the UPU and in concert with them, discussions and negotiations with RM partners.
2.4. Identify, maintain and expand the UPU's networks in the RM area including within the UN system. Supervise and oversee the reporting to donors for the projects managed by UPU directorates. Provide guidance to other directors and program managers on donor expectations and procedures.

3. Communication and outreach
3.1. Coordinate the Communication Programme, covering internal and external communications, including public relations.
3.2. Coordinate and supervise the development, formulation and implementation of communication strategies and plans aimed at promoting the UPU and the IB and support its outreach efforts.
3.3. Build synergies between the communication, outreach and resource mobilization activities.
3.4. Supervise a team of communication experts and attend in his/her capacity meetings at international, regional and national level
3.5. Provide advice to the Executive Management and staff at all levels on external and event-specific communications.

4. Other duties
4.1. Represent the UPU at relevant forums and meetings, including at the United Nations level
4.2. Supervise the secretariat functions for the Consultative Committee.
QUALIFICATION AND SKILLS REQUIRED
Education:
Advanced university degree (Master's degree or equivalent) in economics, business administration, political science or any such related field, or first university degree (Bachelor's degree or equivalent) in the aforementioned areas with 2 additional years of experience
Experience:
With advanced university degree, at least 10 years of international experience in the field of partnerships building within the United Nations system and with private sector, including resource mobilization, project management and communication/outreach.
or
With first university degree, a minimum of 12 years' experience in the areas as stated above.
Technical knowledge:
1. Proven experience and track-record in securing, building and maintaining stakeholder relationships including with public and private resource sponsors
2. Sound knowledge of and proven experience with diplomatic and public relations, communication and/or communication strategy development and evaluation methodologies.
3. Proven experience in international postal affairs in the areas covered by the post would be an asset.
4. Very good knowledge of the environments and networks of international organizations (private and public).
5. Experience in public policy advocacy, preferably in an international context.
6. Familiarity with the policies, rules and procedures and partnerships mechanisms used in the UN system would be an advantage.
Skills and abilities / competencies:
1. Ability to manage multinational teams and multi-stakeholder projects in a multicultural context
2. Ability to educate and communicate on the UPU's objectives and activities in the areas covered by the position
3. Ability to plan and act; also on a long term basis; ability to work as part of a team
4. Good interpersonal and presentation skills; strong ability to develop arguments/ excellent communication skills with strong representational abilities
5. Negotiation skills
6. High sense of professional integrity and political sensitivity
7. Stays composed and positive even under extreme pressure
Language skills:
Proficiency in English or French and very good working knowledge of the other language.

Working knowledge of another language used in the UPU context would be an advantage.

French is the official language of the UPU. English and French are the working languages of the UPU International Bureau.

Annual salary: (Net of tax)
92,731 USD
Post adjustment: 77.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
