Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
Under the supervision and guidance of the Knowledge Centre and Think Tank Coordinator, the successful candidate will:
– Manage the entire strategy process, comprising i) the design, formulation and development of the UPU’s strategy for the next four-year cycle and ii) the implementation, evaluation and monitoring of the UPU’s strategy during the current cycle, as decided at Congress;
– Provide secretariat support to bodies involved in the development and implementation of the UPU’s strategy;
– Manage the UPU’s economic research activities in order to support the development, monitoring and evaluation of the organization’s strategy and reinforce its role as a knowledge centre for the postal sector;
– Manage the production and further development of the UPU’s institutional publications in the areas of economic research and statistics;
– Manage the UPU’s collaborative activities with other international organizations and academia in the area of economic research;
– Plan and supervise the delivery of data-driven technical assistance/consultancy projects to member countries.

1. Strategy development
Strategic planning
– Initiate and collaborate on the definition of the strategic planning processes (calendar) to be achieved
– Recommend the role and level of involvement of the various internal and external stakeholders
– Manage the execution of the various steps in the strategic planning process
– Draw up proposals to implement the planning process for submission to the International Bureau’s Executive Management and the UPU Councils
Information management and analysis
– Collect, analyze and synthesize data on the postal business, environment and sector that is useful for defining the UPU’s strategy and objectives
– Undertake situational and ongoing scans and analyses of key sectors in the postal business environment, including converging industries, markets, customers, regulators, technology, demographics and the economy
– Assist in the development of the UPU’s strategy in consultation with the directorates of the International Bureau (IB) and under the direct supervision of the Director of Policy, Regulation and Markets
– Assess the appropriateness and effectiveness of the application of concepts and strategies for planning the UPU’s activities and priorities, and for identifying technical cooperation requirements
– Organize and/or attend forums
Strategy implementation, monitoring and evaluation
– Act as the focal point for both the collection and exchange of information with the IB’s managers and external stakeholders
– Develop, maintain and disseminate the methodology, information systems and tools to monitor the implementation of the UPU’s strategy and ensure adjustments thereto
– Develop the required forecasting models, undertake scenario analysis, and implement the relevant technology to develop strategies that will help to capitalize on growth opportunities
– Foster effective partnerships among key stakeholders and partners
– Organize and manage the data collection process, and monitor and provide reports on the implementation and results of the strategy and related projects
– Monitor and report changes affecting the postal industry and sector, and propose corrective measures to be taken with a view to achieving the UPU’s strategic objectives
Communication relating to strategic management
Draft correspondence, papers for information and decision-making purposes, briefings and speeches

2. Programme management
Resource management, budget and administration
– Propose and manage resources within the budget set for the programme and take corrective measures as required
– Supervise and manage all administrative duties linked to programme activities
Reporting
Prepare and disseminate reports on the execution of programme activities, as required
Team management
– Manage team members, define and allocate the programme’s annual objectives ensuring synergies between staff, set priorities and assess performance
– Manage ad hoc teams created to support strategy development and/or implementation

3. Secretariat duties
– Provide secretariat support for the work undertaken by the committees of the Council of Administration (CA) and Postal Operations Council (POC) on activities linked to strategic planning within the UPU
– Provide secretariat support to the UPU Strategy Conference and disseminate results to Union member countries

4. Economic research activities in support of the strategy and reinforcement of the organization’s role as a knowledge centre
– Organize the collection, preparation and consolidation of data to produce the UPU’s postal and macroeconomic indicators, including those associated with postal development
– Organize and manage analyses of economic trends in support of the strategy process and any associated reports to the IB’s Executive Management and the UPU bodies
– Organize the work of the UPU’s Economist and Statistician in order to analyze and verify the economic significance, accuracy and soundness of official postal statistics and other economic data compiled by the UPU

5. Production and further development of the UPU’s institutional publications in the areas of economic research and statistics
– Manage the drafting and release of the annual Postal Economic Outlook
– Manage the drafting and release of the annual Postal Development Report
– Organize the production of the annual Statistical Yearbook

6. Collaborative activities with other international organizations and academia in the area of economic research
– Coordinate participation in multiagency working groups aimed at addressing global measurement bottlenecks in areas such as socio-economic indicators, e-commerce development, international digital trade flows and official statistics
– Coordinate research collaboration projects with key partner international organizations, such as ICAO, the UN, UNCTAD and the World Bank

7. Calculation of the Integrated Index for Postal Development (2IPD), the UPU’s flagship index
– Organize the collection, preparation and consolidation of data to produce the annual 2IPD ranking
– Conduct the underlying analysis and participate in the process of drafting the annual report that accompanies the 2IPD ranking

8. Delivery of data-driven technical assistance/consultancy projects to member countries
– Coordinate the processing of external queries related to the 2IPD and any other economic/statistical indicators produced and/or compiled by the UPU
– Organize and assist in delivery of a response to requests from member countries for the realization of specific data-driven technical assistance projects
– Oversee the successful implementation of technical assistance/consultancy projects for which an agreement has been signed

QUALIFICATION AND SKILLS REQUIRED
Education:
First-level university degree (Bachelor’s) or advanced university degree (Master’s) in economics, political economy/sciences, business development/administration, management or strategic planning
Experience:
At least seven years (with an advanced university degree) or nine years (with a first-level university degree) of managerial experience in management consultancy and/or strategic planning in the postal sector or other relevant service industry
Technical knowledge:
1. Very good knowledge of the postal and/or related service industries, market trends, customer needs, product and service development, and new innovations
2. Knowledge of economic survey techniques, the fundamentals of macroeconomics and how these relate to the postal sector, and socio-economic trends and challenges
3. Knowledge and experience of designing, improving and managing strategic management control and performance evaluation systems, tools and procedures, in order to monitor progress and measure real results and impacts of strategy and related projects
4. Experience of stakeholder analysis and a proven ability to build and promote effective partnerships, trust and credibility among stakeholders
5. Demonstrated executive-level writing skills and ability to draft correspondence, briefings and papers for information or decision-making purposes, ensuring that the messages therein are consistent, cohesive and coherent
6. Experience and proven ability in the translation of analytical economic research insights into strategic conclusions
Skills and abilities / competencies:
1. Excellent knowledge of strategic planning processes

3. Excellent and proven team management skills
4. Excellent computer skills and, in particular, familiarity with database applications and Internet information-sharing portals
5. Results-oriented, with the ability to design and conduct workshops aimed at facilitating strategy review sessions within the organization and to ensure that all projects, systems, business units and teams pull in the same direction
6. Ability to draw on multiple disciplines, including strategy, economics, statistics, financial forecasting, budgeting processes, research, project management, competitive intelligence analysis, risk analysis, strategic management information systems, forecasting models and scenario analysis
Language skills:
Proficiency in English or French. Working knowledge of the other language would be an asset.
Additional Information:
French is the official language of the UPU. English and French are the working languages of the UPU International Bureau.

Annual salary: (Net of tax)
75,602
Post adjustment: 71.4 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
