Organizational Context:
This is a vacancy in the General Service category for which local recruitment procedures apply in accordance with the Staff Regulations of the International Bureau of the Universal Postal Union. In this regard, vacancies in the General Service category shall be filled by recruitment of candidates residing as near to the headquarters of the Union as possible. Where this is not possible, recruitment shall be made having regard to its financial implications. Candidates shall be solely responsible for any travel or other expenses incurred in order to participate in the recruitment process or, upon selection, take up the appointment. Staff members subject to local recruitment shall not be eligible for the allowances and benefits exclusively applicable to international recruitment.

With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
- Assist the caretaker in monitoring the building and carrying out routine maintenance work on UPU facilities and vehicles.
- Assist the caretaker in monitoring the physical security and safety at work
- Act as driver for the General Management and participate in a variety of logistical work.

1. Monitoring
- Monitor the garage and regularly check that entry and exit doors are in working order.
- Assist the caretaker in general monitoring of the building.

2. Maintenance
2.1 .Building and property
- Assist in contacting suppliers for necessary repairs
- Water green areas on the IB grounds as well as plants inside the building.
- Carry out various small tasks (electricity or plumbing, make sure bathroom areas are kept stocked, carry out routine carpentry and furniture repairs).
- Help take inventory of property.
- Assist with organization of cleaning staff
- Replace or install staff members' telephones.
2.2. Vehicles/driving
- Maintain all official vehicles (check fluid levels and tyres and clean the interior and exterior) and ensure that vehicle
documentation is kept up to date.
- Act as driver for the General Management and as required by the IB.

3. Logistics
- Move offices within the IB.
- Prepare rooms for receptions and events, including the UPU's two annual sessions (Council of Administration and Postal Operations Council), prepare rooms rented to external users and for receptions, assemble and dismantle interpretation booths, set up sound equipment, etc.
- Return things to their normal place in rooms or the cafeteria after meetings or dinners/receptions.

4. Security related assistance
- Programme staff members' badges
- Monitor and ensure the compliance with security policies at the Headquarters Bern facility.
- Take proactive approach in order to prevent security/safety related incidents to follow operations instructions given by the DOP's Official Security Officer
- Respond to alarms and incidents in accordance with the instructions and guidelines in the IB Standard Operating Procedures (SOPs) and work independently and make informed decisions in accordance with established SOPs.
- Prevent and/or mitigate an event with potential impact on UPU's day-to-day activities in the premises
- Organize, twice a year, security exercises to ensure staff's safety alertness and preparedness in case of security incidents
- Report damages and failures to the supervisor and other appropriate contacts.
- Assist in ensuring continuous operation of the on-site CCTV and in documenting all incidents on site by active use of CCTV and assure secure storage of such documentation.
- Responsible for Primary Access Facilities.

5. Other
- Stand in for the caretaker in case of absence or unavailability and perform routine duties and monitoring.
QUALIFICATION AND SKILLS REQUIRED
Education:
Secondary school diploma (CFC type) or equivalent in the electrical, plumbing or building construction/maintenance trades.
Experience:
Two years' initial experience in duties covered by the job description is required.
Technical knowledge:
1. Knowledge of building infrastructures
2. Knowledge of building works and maintenance
3. Basic knowledge of plumbing, heating, air conditioning and ventilation systems, and telephones
4. Knowledge of security services (police, private security companies, etc.)
5. Driving licence and good driving ability
Language skills:
Proficiency in French, Swiss German and English.
Additional Information:
French is the official language of the UPU. English and French are the working languages of the UPU International Bureau.
