Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.

Main duties:
1. The Director of Human Resources shall: 1.1 Formulate HR guidelines and strategies that support the strategic objectives of the UPU in relation to its HR policies and the programmes under his/her responsibility. Provide authoritative advice to the Director General and to the General Management and staff of the organization; 1.2 Initiate, plan, coordinate and direct, through subordinate managers and experts, the programmes and activities of functionally specialized units to ensure the accomplishment of tasks. Make decisions on administrative and operational matters pertaining to the DRH; 1.3 Represent the organization at the meetings of various bodies, forums and events on behalf of the Director General.
1. Strategic duties 1.1 As a member of the International Bureau (IB) Management Committee - Make proposals in terms of general policy, internal organization, budget, resources and staff management. 1.2 As Director of Human Resources - Formulate substantive guidelines, frameworks and projects in all areas of HR (recruitment and planning, career development and talent retention, training, performance evaluations, HR administration, staff rules and regulations, compensation and benefits, social security and staff welfare, post classification, social dialogue, etc.) in line with the UN common system. Ensure that activities in these areas are carried out correctly; - Analyze and revise major documents/papers on the above-mentioned issues; - Provide substantive input to ensure a good working climate; - Provide authoritative advice to the Director General and to the General Management on complex and sensitive HR issues and staff policy matters.
2. Management of the Human Resources Directorate 2.1 Implementation and coordination of ongoing activities - Oversee and ensure that the activities of programmes and units are carried out in line with HR policies and the organization's strategy; - Identify best practices and implement procedures to improve workflows and productivity. 2.2 Support and expertise - Provide substantive expertise and make decisions on sensitive issues relating to the activities of the DRH; - Investigate, propose and implement proactive measures to anticipate and minimize litigation risks and to resolve any cases that may arise; - Manage requests for reviews and appeals in order to resolve crisis situations, and coordinate IB action in the event of occupational disputes and disciplinary matters; - Assume overall responsibility for conducting salary surveys and in relation to decisions on salary scales and staff allowances. 2.3 Administrative matters - Oversee administrative matters necessary to the functioning of the DRH, including: - Supervising the budget and ensuring that the available funds and resources are used in an optimal manner; - Report to the Director General regarding the performance of the DRH in line with results-based management and in a coordinated manner. 2.4 Project supervision - Supervise the strategic projects of the various programmes within the DRH, including the development and maintenance of a human resources policy consistent with the UN common system in the areas of compensation, service conditions and tasks. 2.5 Team management and organization - Propose a clear organizational structure and ensure that job descriptions accurately reflect the responsibilities of each staff member within the DRH; - Prepare the work plan of the DRH and allocate work assignments; - Lead, manage and motivate staff by setting measurable annual objectives, ensuring that evaluations of staff performance are conducted and objectives achieved; - Propose training and career development measures and organize regular staff meetings; - Ensure the effective distribution of staff according to the workload of the various programmes.
3. Responsibilities with regard to UPU bodies 3.1 Council of Administration (CA) - Coordinate the preparation of reports and other documents for presentation to the CA; - Present HR policies and the results thereof to the CA; - Prepare amendments to the Staff Regulations for submission to the CA.
4. Representation 4.1 Internal representation - Represent the Director General and the organization in discussions and negotiations between line management and staff representatives regarding all personnel matters; - Organize consultations with elected staff representatives and chair/participate in the meetings of advisory bodies and committees (e.g. the Appointments and Promotions Committee). 4.2 External representation - Maintain high-level contact with associated UN agencies on HR matters; - Represent the organization with regard to matters within the scope of his/her responsibility at meetings of the inter-organizational bodies of the United Nations, particularly the HR Network of the Chief Executives Board for Coordination (CEB), the International Civil Service Commission (ICSC) and other HR working groups.

QUALIFICATION AND SKILLS REQUIRED |
Education: A Master's degree or equivalent university qualification in HR management, law, social sciences or a similar/related field |
Experience:
More than 10 years of proven experience at senior management level and/or in an HR management role liaising directly with the senior leadership of an international organization, public administration or private-sector enterprise |
Technical knowledge:
1. Very good knowledge of HR management (organization, legal matters, staff recruitment and development, career management, compensation and benefits, HR administration issues, consultation with staff representatives, HR legal issues, etc.) 2. Experience and knowledge of transformation/reform management 3. Good knowledge of the rules of the UN common system (conditions of service, job classification, etc.) would be desirable.

Language skills:
Fluency in English or French is essential. The ability to communicate in the other language would be an asset.
