Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
|
Main duties:
Under the general authority of the Director General, the incumbent will:
- Lead the design, development, formulation, implementation, monitoring and evaluation of strategies in the area of development and cooperation for the postal sector in the different regions of the world; - Identify new challenges and opportunities for the postal sector in member countries and recommend actions to be taken in response; - Lead the design and implementation of activities to raise governmental authorities' awareness with regard to the formulation of postal sector policy, and modernization and development of the postal sector; - Lead and coordinate training activities for capacity building in the UPU member countries; - Lead and design the strategy for implementing activities in relation to regional development players, and in particular the UPU restricted unions; - Oversee coordination of the implementation of emergency actions, in collaboration with the national authorities and other stakeholders, in case of natural or man-made disasters; - Assume overall responsibility for the directorate’s activities, as well as budgetary and human resource-related issues.
1. Strategy
- In collaboration with the Executive Office Directorate, lead the design, development, formulation, implementation, monitoring and evaluation of strategies on development and cooperation for the postal sector. - Provide authoritative strategic advice and guidance to the Director General on all areas under the incumbent's responsibility, including on the implementation of the strategy in the areas of development and cooperation, as well as the business plan. - Analyze, evaluate and interpret the potential constraints faced by the postal sector in the different regions. - Analyze the socio-economic and political situation of the different regions with a view to advising the Director General on prioritization of work programmes.
2. Operational functions
a. Development and cooperation - Develop, formulate and implement the directorate’s work programme as set out in the world postal strategy, as well as the priorities set for postal development and technical cooperation, in consultation with other relevant directorates. - Encourage partnerships and knowledge sharing among member countries and relevant development partners. - Ensure that regional activities and initiatives are in synergy with the UPU’s overall strategic framework.
b. Training activities - Supervise the development of training programmes and the implementation of activities delivered to employees working in the postal sector of the different regions. - Negotiate with strategic partners on the development and implementation framework.
c. Disaster risk management and emergency assistance - Lead and coordinate the implementation, monitoring and evaluation of programmes aimed at equipping the postal sector to deal with emergencies and improve postal services during and after natural and man-made disasters. - Develop policies, guidelines and procedures to ensure effective and efficient implementation of the programmes concerned.
3. UPU governing bodies
- Lead and coordinate development and cooperation activities related to the secretariat for the UPU bodies, as required. - Provide support to the activities of the UPU bodies at Congress, meetings of the Council of Administration (CA) and Postal Operations Council (POC), and regional events.
4. Resource management
a. Management of the directorate - Lead and manage the directorate, ensuring coordination and oversight of the work programmes, promoting an environment of professional inquisitiveness, anticipating new challenges, seeking solutions and evaluating their effectiveness, demonstrating to the Director General, member countries and other stakeholders a commitment to excellence. - Make recommendations as to the appropriate organizational structure of the directorate, assigning staff and financial resources based on priorities and workload. - Initiate the development and implementation of the directorate’s work plan, including forecasts, priorities and anticipated requirements in terms of human and financial resources, and carry out regular monitoring. - Achieve annual service targets and ensure that the directorate performs within budget, obtaining efficiency gains. - Ensure the relevance and viability of all the policies, processes, procedures, tasks and systems in place. - Establish a culture of continuous improvement in the directorate.
b. Human resources - Lead, motivate and guide a multidisciplinary and multicultural team. Draw up work plans and performance objectives, provide regular feedback on performance, recognize good performance and address unsatisfactory performance issues. - Foster integration and teamwork.
c. Financial resources - Direct and supervise the preparation, implementation and management of the DCDEV budget and preparation of budgetary reports. - Implement measures to monitor resources.
5. External relations - Represent the Union at inter-agency, international, regional and national meetings.

QUALIFICATION AND SKILLS REQUIRED |
Education: Advanced university degree (master's or equivalent) in international cooperation, business administration, project management or a related field. |
Experience:
Over 10 years' professional experience in one of the areas covered by this position, including at least five years as senior official. |
Technical knowledge:
1. In-depth knowledge and concrete experience in the areas of international cooperation for development. 2. Thorough knowledge of project management and project management offices (PMOs). 3. Extensive experience in the area of international development research. 4. Knowledge of the challenges and opportunities relating to sector development in all regions of the world. 5. Knowledge of the political, social and economic realities in all regions of the world. 6. Knowledge and experience of development fundraising.

Language skills:
Proficiency in French or English is required.
