Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
Under the supervision and guidance of the Director of Development and Cooperation, the successful candidate will be responsible for the implementation of the development cooperation policy in Africa and LDCs.

1. Strategy and budgetary responsibilities

a. Strategy
- Assess the adequacy of existing UPU policy on development cooperation. Make recommendations regarding the enhancement of this policy and the regionalization of field activities, through the development and formulation of regular, comprehensive and in-depth analyses;
- Validate analyses of the status of postal services in the countries within the region, and design, develop and formulate the regional development plan (RDP) for the UPU's four-year programming cycle;
- Examine interregional project proposals with regard to objectives and financial resources to be allocated;
- Foster financing partnerships with the restricted unions and designated postal operators within the framework of the RDP, and make proposals for the allocation of Voluntary Fund or other resources available for the region.

b. Budget
- Analyze the financial implications of actions proposed for the region;
- Direct, supervise, prepare and justify budget forecasts;
- Monitor the implementation of allocated budgets, and establish corrective measures where appropriate;
- Sign financial commitments for planned activities, and provide guidance as necessary;
- Supervise reporting.

2. Operational functions and project management

- Draft documents for regional and national projects;
- Oversee the development, formulation and implementation of RDP projects involving other International Bureau (IB) directorates, as well as the implementation of all projects in the areas under his/her responsibility;
- Approve the assignment of fellowships proposed by the Regional Expert;
- Lead and coordinate any administrative actions related to the implementation of projects, including all matters related to the recruitment of consultants, and procurement and training;
- Address member countries' questions and propose solutions.

3. Programme management and team leadership

a. Programme management
- Lead and manage the programme(s), ensuring coordination and oversight of the work to be done, promoting an environment of professional inquisitiveness, anticipating new challenges, seeking solutions and evaluating their effectiveness, and demonstrating a commitment to excellence;
- Initiate the development and implementation of the programme’s work plan, including forecasts, priorities and anticipated requirements in terms of human and financial resources;
- Achieve annual service targets and ensure that the programme operates within budget, while obtaining efficiency gains;
- Ensure that all policies, processes, procedures, workflows and systems in place are relevant and cost-effective.

b. Team leadership
- Lead, motivate and guide staff. Establish their work plans and performance objectives, provide regular feedback on their performance, recognize good performance, and address any unsatisfactory performance issues.

4. Least developed countries

- Design, develop, formulate and implement postal sector policies specific to LDCs;
- Facilitate external mobilization of resources in favour of LDCs, through the development of new partnerships with donors;
- Analyze the financial implications of actions proposed for LDCs, and prepare and justify budget forecasts;
- Sign financial commitments for planned activities;
- Prepare reports for the Director of Development and Cooperation, the General Management and stakeholders.

5. Other duties

- Advise designated postal operators and other partners on cooperation matters;
- Organize and participate in regional meetings and represent the UPU at those meetings where necessary;
- Contribute to the work of the Union’s bodies.
QUALIFICATION AND SKILLS REQUIRED
Education:
First-level university degree (Bachelor or equivalent) or advanced university degree (Master or equivalent) in economics, international relations, international finance, corporate management or a related field.
Experience:
- With an advanced university degree, at least 10 years of relevant experience with a designated postal operator or postal organization or in the field of development cooperation;

- With a first-level university degree, at least 12 years of relevant experience with a designated postal operator or postal organization or in the field of development cooperation.
Technical knowledge:
1. Knowledge of project design, formulation, implementation and assessment
2. Good knowledge of the region covered by the position in terms of economic development and socio-political environment
3. Knowledge of techniques relating to finance, accounting and management control
4. Knowledge of drafting and written communication techniques
Skills and abilities / competencies:

Language skills:
Proficiency in either English or French is required. Good knowledge of the other language would be an asset.
Additional Information:
French is the official language of the UPU. English and French are the working languages of the UPU International Bureau.

Annual salary: (Net of tax)
89,837 USD
Post adjustment: 85.80 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
