Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.

Main duties:
Under the direct supervision of the FI (Financial Inclusion) Programme Manager the incumbent shall lead all activities related to the design, management and overseeing the delivery of technical assistance projects in the field of digitization of postal financial services and financial inclusion.
The incumbent will also manage all the activities under the Financial Inclusion Technical Assistance Facility (FITAF) and in particular: - Establish and manage a network of consultants, vendors and experts in the field of technical assistance to enable digital financial services by Posts, - Coordinate, manage, monitor, and report on all UPU technical assistance activities in the field, - Contribute to the development of the UPU knowledge base in the field of financial services and digitization, - Carry out any other tasks related to Postal Financial Inclusion, as assigned by her/his supervisors. 1. Management of a network of high-ranking experts who are professionally recognized worldwide in the field of Financial Inclusion generally, and Postal Financial Inclusion specifically. This includes, but is not limited to: 1.1. Identify high-ranking consultants and vendors with expertise in the deployment of digital financial services, 1.2. Manage recruitment process for all consultants and vendors, 1.3. Coordinate, supervise, and closely monitor work led by UPU consultants and vendors, 1.4. Evaluate performance after each assignment,
2. As the FITAF Manager, the incumbent will be responsible for all activities undertaken by the FITAF programme and ensure accountability as well as results towards the UPU. This includes, but is not limited to: 2.1. Launch call for projects, or directly source projects, to identify Posts that can be supported by FITAF, 2.2. Coordinate the selection of projects to be supported by the UPU, seek their approval by justifying their added-value, 2.3. Manage the administrative process to launch all technical assistance activities in the field, 2.4. Supervise the deployment of technical assistance activities in the field by playing management, monitoring, and quality control roles 2.5. Provide technical authoritative guidance and intellectual leadership, 2.6. Play a mentoring role for beneficiary Posts and direct implementation and monitoring of technical assistance projects from project launch to closure, 2.7. Prepare lessons learnt documents for each project supported by the FITAF and ensure these are included on the UPU body of knowledge on financial inclusion, 2.8. Manage the steering committee of FITAF and prepare all reporting for donors, under the supervision of the Financial Inclusion Head of Programme, 2.9. Set up and manage a monitoring and evaluation framework, in line with standard UPU practices.

QUALIFICATION AND SKILLS REQUIRED |
Education: Advanced university degree (master's degree or equivalent) OR first level university degree (bachelor or equivalent) in economics, project management or business administration |
Experience:
With an advanced university degree at least seven years' experience, with a first level university degree at least nine years' experience in project implementation and management, part of which should be in the field of designing and delivering need-responsive financial inclusion products and services |
Technical knowledge:
1. Proven expertise in the design, deployment, and implementation of digital financial services (mobile money, card-based payment systems, etc.) with a financial institution, FinTech, Postal Operator, or a mobile money operator 2. Proven and excellent knowledge of financial inclusion, with a special focus on the challenges faced in designing and deploying demand-driven inclusive financial service products 3. Proven experience of successfully delivering and implementing multi-country, multi stakeholder financial inclusion technical assistance projects in emerging economies as well as evaluation methodologies 4. Knowledge of implementing complex consulting and advisory assignments in the field of inclusive financial services 5. Very good knowledge of the environments and networks of international organizations (private and public). Working experience with organizations from the United Nations System would be an advantage 6. Familiarity with financial services offered by Posts would be an advantage

Language skills:
Proficiency in English or French is required.

Additional Information:
This is a non-core post. This position will be in full compliance with the "Rules governing non-core staff".
The selected staff will participate in the UPU Provident Scheme and will be insured together with their recognized dependents against the risks of sickness and accidents.
This is a one year contract which can be renewed if the services continue to be required in the future, the funds are available and/or the staff member's performance is satisfactory. However, this appointment does not automatically carry any expectancy of extension or renewal or of conversion to any other type of appointment. ________________________________________________________________________________________________ French is the official language of the UPU. 83.6 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation. |
