Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
Reporting to the Coordinator Cabinet and Council Affairs, the incumbent will provide his supervisor, the team and the Director of the Executive Office with support and expertise on subjects related to the UPU and its cooperation actions with the other UN agencies (UNO) and other international partner organizations (OIO).

Within delegated authority, the Expert will be responsible for the following duties:
- Gather, select, analyze information contained in communications, publications and various documents received from different International Organizations,
- Assess implications and draft analytical notes, note-to-file, and background papers related to International Organizations,
- Prepare a wide range of documents including briefing notes, talking points reports and other correspondence concerning International Organizations,
- Prepare responses to comments, statements, queries, UN questionnaires/studies in coordination with involved Directorates,
- Select, classify and store in databases information relating to assigned areas, maintain updated contact profiles and other information-management tools,
- Maintain collaborative contacts with all focal points in the UNO and OIO on cooperation matters, common projects and similar,
- Liaise regularly with relevant UN Departments, UNO and OIO relevant Programs,
- Assist in the preparation of high-level internal and external meetings and conference, joint events and visits, assist with follow-up activities as appropriate,
- Organize and participate in meetings and / or special missions, attend certain meetings to identify the scope of related projects and participate in developing guidelines and operational plans and time frames, represent the team at round tables, seminars and conferences,
- Participate in provision of secretariat services to the Council Affairs as requested and contribute to the report reserved to CA on International Organizations activities.

QUALIFICATION AND SKILLS REQUIRED
Education:
Minimum first level university degree in (Bachelor or similar) in public administration or international relations or economics or project development or political sciences or similar
Experience:
At least five years of experience in a public administration focused on international relations/cooperation or in an international governmental organization in similar responsibilities to the ones covered by the position
Technical knowledge:
1. A strong knowledge of the environment of governmental organizations in terms of structures, bodies, policies, strategies
2. A solid knowledge in terms of international cooperation
3. Knowledge of the postal sector is an asset

Skills and abilities / competencies:
1. Ability to defend and explain difficult and sensitive issues to staff and senior officials
2. Ability to work on complex and sensitive concepts
3. Diplomatic skills
4. Strong communication skills (oral and written)
5. Strong planning / prioritization skills
6. Ability to work and pressure within strict deadlines
7. Analytical skills and capacity for synthesis
Language skills:
Proficiency in English or French
Additional Information:
French is the official language of the UPU. English and French are the working languages of the UPU International Bureau.

Annual salary: (Net of tax)
62,120 USD
Post adjustment: 87.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.

The conditions of service are governed by the Staff Regulations and Rules of the International Bureau of the Universal Postal Union.
