Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
The incumbent will:
- Take the lead on strategy matters and activities relevant to EMS,
- Coordinate and supervise all activities of the EMS Unit,
- Ensure various duties towards UPU bodies (POC, EMS Cooperative and Board),
- Represent the EMS Unit towards designated operators and external partners.

1. Strategic duties
- Formulate guidelines and strategies subject to the approval by the EMS Cooperative and ensure their implementation in the area of EMS.
- Undertake research and analysis on quality of service results and develop strategies to improve quality of service.
- Supervise cross-Directorate projects under his/her responsibilities.
- Build and strengthen partnerships with other Directorates and other organizations in the industry on matters under his/her responsibilities.
- Analyse trends in the International express market and evaluates their implications on EMS.
- Ensure integration of activities with physical services and supply chain.

2. Management of the EMS Unit
2.1. Project formulation and implementation
- Identify priorities and strategic projects within the EMS Unit; supervise and coordinate their efficient and timely implementation with respect to the improvement of the EMS service and ensure their overall consistency and convergence with the strategy.
- Give instructions and coordinate with the DOP on the implementation of regional projects to improve the quality of service of EMS.
2.2. Implementation and coordination of ongoing activities
- Provide pragmatic/substantive expertise and make decisions on issues relating to the activities of the EMS Unit.
- Ensure unit activities are carried out in line with the organization strategy.
- Develop and implement procedures to improve workflow and productivity.
- Coordinate the development of EDI messages and promote their use with airlines and customs.
2.3. Administrative matters
Oversee administrative matters necessary to the functioning of the EMS Unit, including:
- supervising the preparation of the budget to ensure that the resources are channelled to achieving the objectives of the EMS Unit within the strategy, of the UPU; and ensuring appropriate use of the available reserves (labour and travel costs, as well as other expenditure, in line with the budget);
- reporting to the Director of DOP on the performance in the context of a results-based management.
2.4. Team management and organization
- ensure that job descriptions are updated, when necessary, for each staff member to ensure the implementation of tasks assigned to the EMS Unit.
- Prepare the work plan of the EMS Unit and allocate work assignments.
- Lead, manage and motivate staff for improved performance through the setting of measurable annual work objectives, ensuring that staff performance is evaluated and work plans are achieved; propose training and career development measures and hold regular staff meetings.
- Propose alignment of the staff to the workload of the programs where needed in order to implement the tasks assigned to the EMS Unit

3. Responsibility to UPU bodies
3.1. POC:
- Act as Secretary of the EMS Cooperative and ensure that meetings are properly planned and organized, and that the decisions of the bodies are properly documented.
- Advise UPU bodies in the areas of EMS.
3.2. EMS Cooperative and Board
- Develop, initiate and propose priorities and business plans for the work of EMS.
- Implement the decisions, programmes and guidelines decided by the Board and the EMS Cooperative.
- Ensure all EMS Cooperative meetings are organised effectively.

4. Communication/relationship with designated operators and other external partners
- Maintain high-level contacts with designated operators with regard to their conformity to EMS standards,
- Represent the organization in relations with associated UN agencies and coordinate liaison with representatives of designated operators or countries in areas of EMS to ensure maximum efficiency,
- Negotiate and formulate agreements with suppliers and consultants when necessary.
QUALIFICATION AND SKILLS REQUIRED
Education:
Advanced university degree (Master or equivalent) or first-level university degree (Bachelor or equivalent) in business management, economics or related fields.
Experience:
10 years with advanced university degree (Master or equivalent) or 12 years when first-level university degree (Bachelor or equivalent)of experience with a designated operator or similar
Technical knowledge:
1. Very good knowledge and in-depth understanding of EMS or Express market strategic direction.
2. Very good knowledge of postal operations such as quality of service, supply chain management, security, standardization and certification, Customs, UPU physical services and EMS.
3. Very good knowledge of global postal sector, logistic or express markets trends in the above-mentioned areas.
4. Global and cross-project management skills.
5. Knowledge of UPU bodies such as Congress and the POC
6. Business presentation skills.
7. Budgeting knowledge and organization skills.
8. Team management.
Skills and abilities / competencies:
1. Leadership: ability to lead and manage staff, delegate responsibilities and coordinate activities while keeping staff motivated is a key requirement.
2. Ability to identify key strategic issues and set strategic priorities.
3. Decision-making ability.
4. Ability to defend and explain difficult and complex issues.
5. Ability to plan and organize.
6. Good interpersonal skills and customer orientation.
Language skills:
Proficiency in French or English. Working knowledge of the other language would be an asset.

Additional Information:
This is a non-core post. This position will be in full compliance with the "Rules governing non-core staff".

The selected staff will participate in the UPU Provident Scheme and will be insured together with their recognized dependents against the risks of sickness and accidents.

This is a three years' contract which can be renewed if the services continue to be required in the future, the funds are available and/or the staff member's performance is satisfactory. However, this appointment does not automatically carry any expectancy of extension or renewal or of conversion to any other type of appointment.

Annual salary: (Net of tax)
89,837 USD
Post adjustment: 85 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.

The conditions of service are governed by the Staff Regulations and Rules of the International Bureau of the Universal Postal Union.
