Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
Under the supervision of the direct supervisor, support the team of experts, conduct work and studies aimed at the further development, modernization, integration and implementation of UPU remuneration systems, as well as their implementation.

1. Development of UPU remuneration systems and support
Development duties:
Contribute to the development, of recommendations and proposals to rationalize, modernize and improve the remuneration systems:
- Drafting and submitting preliminary technical content for development plans and procedures of the UPU remuneration systems ;
- Carrying out defined tasks destined to scope, formulate and design remuneration models and procedures to modernize and integrate the UPU remuneration systems;
- Contributing in drafting proposals to improve the governance and regulatory framework of the UPU remuneration systems vis-à-vis universal service provisions;
- Submitting drafts for the update of the remuneration information on the UPU workspace and website.

Support duties
- Provide information on aspects of remuneration systems to the UPU bodies and the UPU members:
- Assist in the organization of workshops, roundtables and meetings, including drafting of agendas, documents, reports, presentations, distribution of relevant documentation to present, discuss and collect feedback on the UPU work on developing, modernizing and integrating the UPU remuneration systems;
- Analyse and draft preliminary conclusions that feed into the work of the remuneration groups for the further development and governance of the UPU remuneration systems;
- Assist in the secretariat works to the relevant UPU bodies dealing with remuneration;
- Follow up on work assigned received through mandates to help ensure for their timely delivery and implementation, as well as update work plans and deliverables matrices.

2. Study and research on UPU remuneration systems
- Study and analyze costing and pricing practices of posts relating to the UPU remuneration systems (terminal dues, inward land rates, ECOMPRO rates, mail in transit and charges) applied in the context of other systems of remuneration;
- Simulate and test the relevance of methods for calculating UPU rates, as well as their financial impacts, as well as analyse and communicate the results of those calculations;
- Develop automated tools for calculating, simulating and testing rates and their financial impacts, analyze and communicate the results of those calculations;
- Contribute to the design of bonus schemes applicable to the UPU remuneration systems, with a view of allocating bonuses to meaningful quality or service performance features;
- Draft and submit preliminary provisions and instructions relating to operational conditions and accounting procedures applied to the UPU remuneration systems;
- Propose improvements to the calculation process using standardized formulae and/ or automation of the calculation of UPU rates.

3. Implementation of the UPU Remuneration Systems
- Organise and undertake the collection of flow, tariff, cost data, etc.
- Propose and manage a system of classifying useful information for studies and postal traffic in transit.
- Calculate member countries' terminal dues (TD), Inward Land Rates (ILR) and ecommerce parcels (ECOMPRO) rates (provisional and final).
- Update the Statistical and Accounting Guide.
- Gather and analyse transit information for the update of the Transit Compendium, as well as reply to member countries' queries within limits of delegated authority.
- Manage remuneration-related computer applications; draft specifications for developing a database for applying and updating information; update databases, such as the direct access database and operational guide.
- Draft training material for building capacity in member countries, in cooperation with Restricted Unions and according to DCDEV's regional development plans and provide training sessions.
- Answer member countries' questions and those of IB staff members concerning the application of remuneration provisions within limits of delegated authority.
QUALIFICATION AND SKILLS REQUIRED
Education:
A first-level university degree in one of the following areas: administration/management, business/ economics, accounting, statistics, or any such related field.
Experience:
At least 2 years of experience in a national or international postal organization, such as the UPU/IB, a restricted union, a ministry or regulatory body with oversight responsibility over postal services, or a designated operator
Technical knowledge:
1. Knowledge of the international postal services, including letter-post and parcel-post services, quality of service measurements and remuneration systems based on service performance and/or features
2. Knowledge of sources for data collection, processing and presentation of results
3. Knowledge of database development and maintenance, as well as data analysis
4. Very good reporting/ writing skills, with the ability to draft documents and reports
5. Knowledge of project management
6. Advanced skills in working in a modern computer environment (Word, Excel, PowerPoint)
7. Knowledge of cost-modelling, applied statistics, etc. would be an advantage

Language skills:
Proficiency in English is required and in French is an assset.

Working knowledge in other UN languages would be an asset.
Additional Information:
This is a non-core post. This position will be in full compliance with the "Rules governing non-core staff".

The selected staff will participate in the UPU Provident Scheme and will be insured together with their recognized dependents against the risks of sickness and accidents.

This is a three years' contract which can be renewed if the services continue to be required in the future, the funds are available and/or the staff member's performance is satisfactory. However, this appointment does not automatically carry any expectancy of extension or renewal or of conversion to any other type of appointment.

Annual salary: (Net of tax)
48,805 USD
Post adjustment: 86.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.

The conditions of service are governed by the Staff Regulations and Rules of the International Bureau of the Universal Postal Union.
