Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
Under the direct supervision of the Programme Manager and the overall guidance of the Director of DIRCAB the incumbent will
- Provide analysis related to the planning, implementation and reporting of the UPU Research and Strategy Programme;
- Prepare and participate in dedicated committees of UPU bodies in conjunction with the Programme Manager.

1. Strategic planning process:

Planning
- Analyze data and write draft reports on current and future developments in the postal sector and the external environment that might be relevant to the UPU strategic planning process;
- Carry out studies and analyses pertaining to planning activities as defined by the Programme Manager;
- In conjunction with the Programme Manager, make proposals on the development of the theme and topics of the UPU's strategic events (e.g. UPU Ministerial Conference, UPU regional strategy forums);
- Communicate these proposals to the interested parties, analyze their suggestions and prepare final drafts.

Implementation and monitoring
- Develop and adapt a set of performance indicators (at global and regional levels) aimed at measuring implementation of the strategy;
- Collect, analyze and disseminate information to member countries about the UPU's strategy, in conjunction with the Programme Manager.

Reporting
- Analyze activities and prepare regular evaluation reports on the implementation of the UPU Strategy and Business Plan;
- Identify any corrective measures to be taken with a view to achieving the UPU's strategic objectives for the IB Management and the two Councils (Council of Administration and Postal Operations Council) and make proposals in this regard to the Programme Manager.

Research, analysis and development
- Carry out specific research as requested.

2. Secretariat duties
- Assist in drafting proposals and preliminary recommendations from the IB for submission to the meetings of the UPU's bodies, when applicable;
- Take responsibility for drafting the final report on the results and outcomes of key strategic events, e.g. Ministerial Conference and regional strategy forums.

3. Perform other related duties as assigned, including supporting or standing in for others when necessary.
QUALIFICATION AND SKILLS REQUIRED
Education:
First-level university degree (Bachelor's degree or equivalent) in business administration, economics, finance, international relations, political science or a similar field.
Experience:
With first-level university degree, a minimum of two years of professional experience in an international organization, in the strategic planning department of a company or in a strategy consulting firm (without bachelor's degree or equivalent, eight years of relevant experience in strategic planning at the UPU or in another UN agency)
Technical knowledge:
1. Excellent report/document writing skills
2. Good understanding of strategic planning principles, processes and techniques/tools
3. Good knowledge of and interest in economic topics, current economic and sociopolitical events, and emerging economies
4. Knowledge of functioning of international organizations belonging to the UN system or similar
5. Great affinity with numbers, as well as the ability to process and analyze large amounts of both quantitative and qualitative data
6. Excellent knowledge of MS Office, especially Word, Excel and PowerPoint
7. Good knowledge of data visualization software (e.g. Tableau, Microsoft BI, etc.)
Skills and abilities / competencies:
1. Proven ability to work on a multitude of various tasks in a multicultural environment
2. Sound analytical skills
3. Ability to determine suitability, validity and accuracy of data provided
4. Priority setting and project management skills
5. Ability to work collaboratively both within the team and across different directorates, secretariats and programmes
6. Ability to treat sensitive or confidential information appropriately
Language skills:
Proficiency in English or French. Knowledge of the other language would be an advantage.
Additional Information:
French is the official language of the UPU. English and French are the working languages of the UPU International Bureau.

Annual salary: (Net of tax)
47,895 USD
Post adjustment: 88 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.

The conditions of service are governed by the Staff Regulations and Rules of the International Bureau of the Universal Postal Union.
