Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
Manage and contribute to technical advisory and policy development tasks associated with the implementation of sustainable development-related activities including implementation of the United Nations Sustainable Development Goals (SDGs), social sustainability projects, climate adaptation in the framework of the UPU Disaster Risk Management activities (DRM) and climate mitigation activities as the UPU carbon and calculation reporting online tool (OSCAR). As delegated, act as an internal and external focal point; organize, lead and/or participate in various workshops and working groups on topics linked to sustainable development including Disaster risk management, social sustainability and environmental activities, and represent the UPU within the frame of authority given by the supervisors.

1.1. With designated operators of member countries and regions:
- Monitor, identify and disseminate best practices in implementation of SDGs, climate change adaptation, mitigation and DRM
- Identify financial, cultural and legal challenges to implementation of SDGs in the postal sector, as well as the links between short- and medium-term goals
- Foster projects utilizing the postal network to develop opportunities to support new businesses and respond to new demands in the digital age, as well as to develop solutions to new social and public challenges
- Monitor the technical implementation of cooperation agreements with the restricted unions in these areas
- In liaison with the technical provider of OSCAR, manage each stage of the annual carbon footprint calculation and reporting for designated operators of member countries done with OSCAR and provide the necessary assistance or proposals to designated postal operators in the field of carbon footprint reduction
- Oversee technical implementation of activities or studies carried out in line with decisions by UPU bodies on sustainable development
- As delegated, organize and lead meetings/seminars or workshops
- Provide sustainability-related support to the expert in charge of the activities for the Disaster Risk Management (DRM); contribute to the organization of workshops, training and national projects on DRM including climate aspects in close cooperation with the DRM expert.
- Contribute to and propose climate adaptation actions to UPU member countries
1.2. Within the International Bureau (IB):
- Ensure coordination with other IB programmes concerning implementation of SDGs in the postal sector
- Give support to the Disaster Risk Management (DRM) activities and its expert including climate adaptation projects and policies, especially in the context of UPU technical assistance on Disaster Risk Management (DRM)
- Prepare the IB's carbon footprint assessment (gather information, perform and analyze calculations, write reports and commentaries, disseminate information internally and externally).
1.3. With external partners:
- Manage the technical implementation of agreements and partnerships with UN-system organizations and any other institutional partners on sustainable development issues including social sustainability and climate change adaptation.
- Provide technical expertise to partners within the framework of joint projects.
- As delegated, participate in meetings or workshops organized by partners, particularly at UN level.

2. Documentation, information and communication:
- Serve as a focal point for environment and social sustainable development questions within the IB and with external partners such as experts of other UN agencies, member countries, restricted unions (collect requests, according to level of sensitivity, and reply or prepare replies for manager's approval).
- Manage documentation relating to sustainable development: drafting/checking of information, publications, dissemination through the different communication channels used (website, intranet, brochures, press releases, etc.).
- Propose and monitor communications campaigns undertaken by the UPU on sustainable development
- Prepare responses and write notes for IB managers or programmes on sustainable development issues.

QUALIFICATION AND SKILLS REQUIRED
Education:
At least a first-level university degree (bachelor's or equivalent) in environmental science and sustainable development, natural resources management or related field. An advanced university degree (Master's or equivalent) in same fields is an asset.

Experience:
Minimum 5 years' relevant experience in environmental science and sustainable development, natural resources management or related field with policy issues and their implementations;
Technical knowledge:
1. Extensive knowledge of the scope and implementation of the United Nations Sustainable Development Goals
2. Significant knowledge with policy issues in the area of sustainable development
3. Good technical knowledge of conducting carbon inventories (tools and methodology).
4. Good knowledge of climate change adaptation including Disaster Risk Management (DRM)
5. Good knowledge of project management techniques.
6. Good command of presentation and communication techniques (written and spoken).
7. Good knowledge of the UPU's partners in the environmental field and of the operation of groups linked to sustainable development within the United Nations.
8. Good command of office software tools and databases.
9. Experience in the postal sector, in logistics or related sectors would be an asset

Additional Information:
This is a non-core post. This position will be in full compliance with the "Rules governing non-core staff".

The selected staff will participate in the UPU Provident Scheme and will be insured together with their recognized dependents against the risks of sickness and accidents.

This is a two years' contract which can be renewed if the services continue to be required in the future, the funds are available and/or the staff member's performance is satisfactory. However, this appointment does not automatically carry any expectancy of extension or renewal or of conversion to any other type of appointment.

Annual salary: (Net of tax)
60,962 USD
Post adjustment: 86.9 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.

The conditions of service are governed by the Staff Regulations and Rules of the International Bureau of the Universal Postal Union.
