Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
Under the supervision of the relevant regional programme coordinator, each regional project coordinator will, from his or her duty station, manage development cooperation projects (projects provided for in the regional development plans (RDPs), as well as other projects associated with other sources of funding) and the implementation of resource mobilization activities aimed at extending the scope of cooperation activities in the field. He or she will also analyze risks and conflicts, if any, and demonstrate resourcefulness in finding solutions. He or she will communicate regularly with project teams and participants and will prepare reports during and following the implementation of work.

1. Implementation of development cooperation projects relating to the region/sub-region under his/her responsibility:
- Through questionnaires and contacts and other research, gather and analyze information (postal, economic and social statistics) for formulation of the regional development plan (RDP) and national or regional projects;
- Contribute to the formulation of the RDP, particularly by drafting analysis documents and identifying regional trends;
- Contribute to the preparation of projects concerning the region and interregional projects with other regions of the world, particularly by designing regional programmes and preparing implementation schedules as well as risk and opportunity analyses;
- Assist the least developed countries (LDCs) and countries in special situations in formulating emergency assistance projects required as a result of war, natural disasters, etc.;
- Assume responsibility for the operational implementation of projects by specialists;
- Draw up realistic implementation schedules in coordination with stakeholders;
- Hold briefing meetings with specialists and beneficiary countries, in line with needs;
- Use quantifiable performance indicators to monitor the implementation of projects and propose any corrective measures needed;
- Prepare reports for the programme manager and/or donors, in line with needs;
- Ensure smooth communication between the various stakeholders and close cooperation with regional partners (restricted unions, regional organizations and other organizations in the United Nations system) during the implementation of projects;
- Use an internal management system for project management;
- Evaluate projects following their implementation and prepare final reports.

2. Resource mobilization
- Identify potential partners for the UPU in the region and establish and maintain direct relations with them;
- Analyze the national development plans of the countries of the region/sub-region for which he or she is responsible and identify points of convergence between the national priorities and the UPU strategy;
- Provide the coordinator of the geographical area concerned with information on potential projects for submission to donors;
- Participate in the preparation of focused explanatory texts for potential partners;
- Identify projects for submission to donors in the region for which he or she is responsible;
- Participate in the preparation of concept notes and projects documents for submission to donors in the region;
- Participate in discussions and negotiations with donors, under the supervision of the coordinator of the geographical area;
- Prepare reports containing information on the use of donations, implementation of projects and evaluation of results.
QUALIFICATION AND SKILLS REQUIRED
Education:
Bachelor's degree or equivalent in economics, international economics, management, or international relations
Experience:
At least five years' experience in formulating and managing projects, at least two years of which acquired in the field. Experience
in the postal sector would be an asset.
Technical knowledge:
1. Sound knowledge of project management and evaluation methodologies.
2. Very good knowledge of the environments and networks of international organizations (private and public) and private donors.
3. Excellent written and oral communication skills.
4. Extensive knowledge of the political and socio-cultural environment of the region concerned.
5. Proficiency in the use of IT tools (MS Office, MS Project).
6. Good knowledge of Union policy and strategy, in particular as regards development cooperation.
7. Good knowledge of the rules and procedures and cooperation mechanisms used in the United Nations system.
Skills and abilities / competencies:

Language skills:
Perfect command of Arabic. Perfect command of French or English and ability to communicate in the other language.
Additional Information:
This is a non-core post. This position will be in full compliance with the "Rules governing non-core staff", which expressly exclude some international benefits (home leave, education grant, rental subsidy, mobility and hardship allowance, repatriation grant, and eligibility to a continuing appointment).

The selected staff will participate in the UPU Provident Scheme and will be insured together with their recognized dependents against the risks of sickness and accidents.

Candidates might be considered for other similar posts (for a period not exceeding one year).
Annual salary: (Net of tax)
60,962 USD
Post adjustment: 29.4 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.

The conditions of service are governed by the Staff Regulations and Rules of the International Bureau of the Universal Postal Union.
