Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
Plan, organize and evaluate technical cooperation programmes and projects for countries in the Asia and Pacific region for the UPU's program on South-South and Triangular Cooperation. Conduct this work so as to ensure that technical assistance is provided in accordance with the UPU's objectives and strategy and the plans of the Directorate in charge of development cooperation.

1. Implementation of DCDEV strategy/advice and budgetary responsibilities

1.1. Implementing strategy/advice
- Contribute to the situational analysis of the region
- Analyze the level of development of postal services in the countries of the region concerned and help to prepare a regional development plan (RDP).
- Coordinate the formulation and implementation of RDP projects involving other internal and external partners.
- Act as adviser for the International Bureau in the area of regional postal development.
- Respond to requests from designated operators and other partners concerning development cooperation and provide them with information and advice.
- Propose expenditure commitments for all the activities provided for and provide assistants with guidelines for their preparation.
- In addition to the above for Asia-Pacific region, contribute to UPU's programme of South-South and Triangular Cooperation on the world-wide scale by providing expert advice on the matter - help spot potential donors, cooperate with other regional experts in developing projects under the programme, and assist in managing the projects,

1.2. Budgetary responsibilities
- Evaluate the financial consequences of the activities proposed and prepare budget estimates.
- Monitor the implementation status of the budgets allocated and help to prepare the relevant reports.

2. Deployment and management of projects
- Plan and evaluate implementation of the projects in the region concerned and under South-South and Triangular cooperation.
- Ensure field coordination with international/regional and national partners
- Draft project documents and supervise their formatting and distribution (UPU, UPU/Restricted Unions, others).
- Prepare requests for the recruitment of consultants, establish or revise their terms of reference, submit recruitment proposals to the Programme Manager and the Director, and brief consultants.
- Examine and revise consultants' reports; draft letters for the transmission of these reports, with recommendations intended for the authorities concerned.
- Contact institutions and countries with a view to obtaining placements for individual fellows and study their reports.
- Identify the equipment and materials required by the beneficiary countries and prepare the purchase request to be submitted to the Programme Manager.
- Coordinate the implementation of group training activities.
- Coordinate and monitor the work assigned to the Regional Coordinator for the region concerned and propose evaluations on the services rendered.
- Handle certain items of correspondence with countries in the region concerned dealing with implementation of projects.

3. Other duties
- Organize and participate in regional meetings and represent the UPU on these occasions, if need be.
- Prepare briefing documents for Directorate missions.
- Contribute to the work of Union bodies.
- As needed, carry out and manage emergency assistance to countries following conflicts or natural disasters.
QUALIFICATION AND SKILLS REQUIRED
Education:
Bachelor in economics or international policy studies or international relations or business management.
Experience:
5 years' experience of international cooperation activities in the Asia-Pacific region or 5 years of experience in high managerial responsibilities in the postal sector.
Technical knowledge:
1. Very good knowledge of countries of the region, their economic situation, regional policies, regulatory frames and regional decision making forums
2. Sound analytical skills and strategic negotiations skills.
3. Sound knowledge of project management techniques.
4. Good knowledge of project financials analysis and management
5. Good writing skills
6. Knowledge of standard office software tools.
Skills and abilities / competencies:
1. Work organization and planning.
2. Acquaintance with ICT development and application to service industries
3. Ability to analyse situations and case files.
4. Ability to be attentive to and to identify action opportunities.
5. Flexibility and management of priorities.
6. Ability to handle stress.
7. Ability to teach and to communicate with colleagues and with people in general.
Language skills:
Proficiency in English is required. Working knowledge of French is an asset
Additional Information:
French is the official language of the UPU. English and French are the working languages of the UPU International Bureau.

Annual salary: (Net of tax)
60,962 USD
Post adjustment: 86.9 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.

The conditions of service are governed by the Staff Regulations and Rules of the International Bureau of the Universal Postal Union.
