Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
The Postal sector has been faced with far-reaching changes over the past few years. It has become essential for Posts to apply the latest technology in order to respond effectively to changing customer needs. The Postal Technology Centre (PTC) of the UPU acts as a link between technology and the needs of the Postal industry by being the first- choice in providing IT solutions, applications and services that enable the delivery of domestic and international postal services
Main duties:
Under the direct supervision of the System and Network manager, the incumbent performs administration of server systems and networks throughout the Postal Technology Centre Directorate (DPTC).
Manages applications and system security.
Provides IT support.

1. Server management:
Install and configure Linux clusters for PTC Development and Operations teams such as:
. Production servers;
. Test and development servers.
2. Big data:
Install, manage and monitor big data Hadoop systems.
3. IT security:
Manage East West firewalls (VMware NSX);
Manage North south firewalls.
4. Monitoring:
Supervise the performance, usage and availability of:
. Networks and connections;
. PTC servers and Cloud (including application servers, file servers, database servers and web servers).
Analyse the usage and reliability of network resources;
Monitor critical functions and logs in order to anticipate problems.
5. Maintenance:
Take proactive measures to ensure good service delivery;
Maintain and manages servers and application updates;
Maintain and updates operations services.
6. Technical 2nd level Support:
Perform network troubleshooting to detect common network problems;
Work closely with the support team to handle complex network problems;
Provide support to the PTC technical team regarding system and network problems;
Assure 24*7 on call assistance and support for the 24*7 clouds customers (rotation based).
7. Quality Management:
Create and maintain standard operational procedures related to operations services;
Prepare and maintain Operations records and reports (training documentation, equipment inventory, licenses, work orders, etc.);
Collaborate to identify and maintain a set of best practices for incident management and service monitoring.
QUALIFICATION AND SKILLS REQUIRED
Education:
First-level university degree (or equivalent) in Computer Science, Engineering or related field
Experience:
At least 2 years' experience working as a Linux and security System Administrator,
Technical knowledge:
Experience working with Big Data (Hadoop, Ambari, Hbase, Hive, Java, Power BI or Tableau)
Experience working in an international environment would be an advantage
Experience working with ISO 27001 would be an advantage
Very good knowledge in VMware and Linux
Good knowledge in VMware NSX and network security
Network and firewall administration Knowledge would be an advantage
Java/python, Splunk, scripting (PS), Check Point, Brocade, Apache Tomcat/ Jboss would be an advantage

Language skills:
English: Fluent
French: Would be an advantage
Additional Information:
Annual salary: (net of tax) 47,895 USD.
The post Adjustment is 78.6% of the above figure. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to the currency exchange rate fluctuation or inflation.
This is a non-core post. This position will be in full compliance with the "Rules governing non-core staff".

The selected staff will participate in the UPU Provident Scheme and will be insured together with their recognized dependents against the risks of sickness and accidents.

This is a three years' contract which can be renewed if the services continue to be required in the future, the funds are available and/or the staff member's performance is satisfactory. However, this appointment does not automatically carry any expectancy of extension or renewal or of conversion to any other type of appointment.

The conditions of service are governed by the Staff Regulations and Rules of the International Bureau of the Universal Postal Union.
