Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
The Postal sector has been faced with far-reaching changes over the past few years. It has become essential for Posts to apply the latest technology in order to respond effectively to changing customer needs. The Postal Technology Centre (PTC) of the UPU acts as a link between technology and the needs of the Postal industry by being the first- choice in providing IT solutions, applications and services that enable the delivery of domestic and international postal services.
Main duties:
Under the direct supervision of the Technical Account Manager (TAM) - Mail products and Services, the incumbent will be the focal point of contact for users (Technical Accounts) of the Mail Products and Services portfolio of the DPTC, for all matters related to the software development projects (evolution of existing software, or creation of new software for this line of products and services).

- Collect and analyze business requirements, and elaborate detailed functional specifications and designs
- Evaluate project costs, define deliverables and deadlines, and -after revision by the Account Relationships Coordinator- prepare offers (financial and plan) to the Technical Accounts
- Maintain the Customer Relations Management (CRM) system database for all Technical Accounts under its supervision
- Manage the projects (software development) with the designated operators and take corrective measures and/or update the plan when necessary.
- Monitor the quality of the projects (conformity of the deliverables with the expectations from the requesting Technical Account, and quality of these deliverables)
- Work in close cooperation with the software development team, the test team, and the technical writing team for setting-up the software development projects, and manage them together with the Project Management Office (PMO)
- Present the Mail Products and Services portfolio of the DPTC and promote them among UPU members (participation in regional events when required).
- Cooperate with other team members for the management of 2nd level support
- Liaise with the development team or the network team when needed (3rd level support),
- Collect and/or log change requests, assess and assign priorities
QUALIFICATION AND SKILLS REQUIRED
Education:
First-level university degree (B Sc or similar) in Computer Science, Engineering, or related fields
Experience:
At least 2 years of experience in business analysis for software development transforming requirements into functional designs
Technical knowledge:
Knowledge of managing a portfolio of Technical Accounts, preferably in an international environment
Knowledge of managing a portfolio of software products (designs and release plans) would be an asset, experience in the postal/customs sector would be an advantage
Project management skills
Capacity to acquire quickly a strong functional knowledge on large software applications and a significant product line
Experience with process and/or software architecture modelling tools and notations (e.g. UML, BPMN) would be an advantage
Basic knowledge of information system security
Skills and abilities / competencies:
Good presentation and communication skills
Negotiation skills
Ability to speak to technical and non-technical people
Adaptability: capacity to accept changes in priorities and scope for the projects
Excellent interpersonal skills
Language skills:
English: Fluent
French: Would be an advantage
Additional Information:
Annual salary: (net of tax) 47,895 USD.
The post Adjustment is 78.6% of the above figure. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to the currency exchange rate fluctuation or inflation.

This is a non-core post. This position will be in full compliance with the "Rules governing non-core staff".

The selected staff will participate in the UPU Provident Scheme and will be insured together with their recognized dependents against the risks of sickness and accidents.

This is a three years' contract which can be renewed if the services continue to be required in the future, the funds are available and/or the staff member's performance is satisfactory. However, this appointment does not automatically carry any expectancy of
extension or renewal or of conversion to any other type of appointment.
