Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
Under the general guidance of the Director and direct supervision of the Programme Manager, the incumbent shall ensure effective implementation of Congress decisions, in order to foster digital inclusion and encourage digital postal development in member countries.

1. Provide technical expertise, analysis and make recommendations on postal activities in the digital economy
- Prepare papers, reports and studies, inputs to publications, and policy briefs on the post in the digital economy.
- Assist in drafting documents on trends and issues related to information and communication technology (ICT) developments, digital transformation, e-commerce, and the Information Society;
- Undertake research and contribute to analytical studies on the digital economy and its applicability to the postal sector, and its impact on postal strategies, products and services;
- Undertake survey initiatives; design data collection tools; review, analyse and interpret responses, identify problems/issues and prepares conclusions;
- Contribute to capacity building workshops and seminars on assigned topics/activities.

2. Provide technical expertise, analysis and make recommendations on digital postal products and related policies
- Research ICT-leveraged postal products and services;
- Assist in the assessment of their market and business development potential, particularly cross-border;
- Determine the transferability of technologies and techniques;
- Consult with internal and external experts on standards and technologies related to e-services and e-commerce;
- Monitor developments in the postal sector, and propose relevant initiatives and policies to sector issues;
- Collaborate internally on issues that may have regulatory implications in the field of e-services and e-commerce;
- Contribute to policy development, including the review and analysis of issues and trends, and recommendations.

3. Project organisation and management
- Prepare project descriptions, specifications, objectives and indicators;
- Implement, manage and monitor progress of projects;
- Advise and guide interns and consultants on relevant project activities as required;
- Identify problems and propose corrective actions as necessary to ensure achievement of project objectives;
- Draft recommendations on aspects of project progress as an input to the unit programme.

4. Secretariat of UPU's bodies and their groups
- Provide Secretariat support to the relevant UPU bodies dealing with digital services;
- Prepare information materials, organize meetings, draft agendas and meeting reports, ensure dissemination of the information;
- Assist in providing advice and guidance to group chairs in their analyses related to studies and projects;

5. Communication
- Promote the UPU's involvement and visibility in digital postal services issues in conferences and events;
- Ensure the flow of information within the IB regarding the digital economy and the Post;
- Share best practices and guidelines through case studies database, publications, trainings and presentations.
- Represent the UPU to external organisations in areas relating to service duties and within his/her level
QUALIFICATION AND SKILLS REQUIRED
Education:
First-level university degree (bachelor's or equivalent) in Information and Communication Technology (ICT), management of ICT, e-commerce, business administration, engineering or any such related field.
Experience:
At least five years' experience in digital innovation projects in postal organisations, services companies, or international organization/company
Technical knowledge:
1. Demonstrated experience in digital transformation projects would be an advantage;
2. Familiarity with relevant technologies and digital innovations in e-commerce, e-government, digital identity, digital platforms, etc;
3. Experience in a commercial function in at least one relevant industry focused on low income customers
4. Strong understanding of industry trends, disruptions and innovations.
Skills and abilities / competencies:
1. Excellent oral and written communication skills, with the ability to draft documents and reports;
2. Well-developed research and analysis capabilities, with ability to identify trends and patterns of industry transformation;
3. Interest in international affairs and policy development and a proven interest in global affairs or public interest;
4. Understanding of the challenges faced by developing countries in the digital economy;
5. Strong project management skills;
6. Ability to work autonomously and as part of a team, especially in a multicultural environment.
Language skills:
Excellent proficiency in English; Good working knowledge in French or other UN languages would be an advantage.
Additional Information:
This is a non-core post. This position will be in full compliance with the "Rules governing non-core staff".

The selected staff will participate in the UPU Provident Scheme and will be insured together with their recognized dependents against the risks of sickness and accidents.

This is a three years' contract which can be renewed if the services continue to be required in the future, the funds are available and/or the staff member's performance is satisfactory. However, this appointment does not automatically carry any expectancy of extension or renewal or of conversion to any other type of appointment.

Annual salary: (Net of tax)
60,962 USD
Post adjustment: 84 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.

The conditions of service are governed by the Staff Regulations and Rules of the International Bureau of the Universal Postal Union.
