Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
Under the direct supervision of the QSF Head of Unit, the incumbent contributes to the implementation of QSF activities.

1. Responsibilities related to the QSF strategic planning and coordination
Act as back-up to the QSF- Head of Unit in the management of the work of CA/POC group responsible for the development of the new QSF model.
- Prepare draft reports of CA/POC group meetings,
- Collect and analyse information and data on postal trends, developments in geographical regions/country classification groups and contributions to QSF/Common Fund for the development of the QSF,
- Assist in the implementation of the work plan for QSF Programme, especially cross-directorate deliverables and prioritization of Common Fund projects,
- Assist in the implementation and management of the performance of global projects funded by Common Fund and prepare progress reports. Assist in the preparation of yearly reports of QSF Common Fund to UPU Councils for governance evaluation and manage corrective/improvement actions directed by authorised bodies.

2. Activities relating to QSF Board of Trustees/QSF Governance Board
- Act as Assistant Secretary to the QSF Board and back-up for QSF Head of Unit in his/her absence, providing support to the Chair and Board members during these meetings,
- Assist in presenting management reports for Common Fund global projects to the Board and highlight project implementation issues,
- Assist in the organisation of quarterly meetings of the Board in consultation with Board members and Directorates of the International Bureau,
- Draft documents or reports needed for UPU meetings (CA/POC/Congress).

3. Management of QSF projects
- Assist in the management of the end-to-end process for global projects funded by Common Fund, including the analysis and review of project proposal and preparation of summary sheets to ensure compliance to rules and procedures, suitability, financial viability and completeness. Communicate and guide participating countries to contribute to global projects,
- Check the preparation of project proposal summaries, fact sheets, inception reports and final reports for national projects. Undertake first level review of summary sheets and recommends projects to the QSF Head of Unit for submission to Board meetings,
- Provide assistance in resolving on-going technical or business issues to the team of assistants, verify files executed by the team of assistants to ensure consistency with QSF procedures and rules,
- Assist in the analysis of the impacts of global projects and present analysis report to the Head for the Board.

4. Activities relating to QSF-Finance
- Compile information and data for the preparation of QSF annual budget,
- Verify monthly disbursement of funds from Common Fund and put 1st visa for submission to signature by Head of all invoices relating to Common Fund projects. Present updates of project payments to the Board at every Board meeting.

5. Responsibilities regarding information (QSF Practical Guide/Rules of Procedure) and publications
- Assist in undertaking the work for the production of Annual QSF Report and Congress QSF Report, drafting the contents of Report.
QUALIFICATION AND SKILLS REQUIRED
Education:
First degree (Bachelor) in economics, financial management, international relations, corporate management or a related field.
Experience:
With a first university degree (Bachelor or equivalent) with minimum of 2 years' relevant experience with a designated postal operator, United Nations agency or governmental organization. Without a Bachelor or equivalent, minimum 8 years of relevant experience at the UPU or in another UN agency, or governmental organization, or in the postal sector.
Technical knowledge:
1. Knowledge in formulating business plans.
2. Knowledge of project management.
3. Knowledge of techniques relating to finance, impact assessment, accounting and management control.
Skills and abilities / competencies:
1. Analytical skills

3. A head for figures coupled with accuracy
4. Excellent communications skills
5. Ability to work in a multi-cultural environment, ethical awareness.
Language skills:
Proficiency in English or French is required. Knowledge of the other language would be an advantage.

Monthly salary:(Net of tax)
3,912.45 CHF

Post adjustment:
3,000.80 CHF
