Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
Under the supervision of the Director and (functional) the Accounting, Budget and Treasury Programme Manager of the UPU International Bureau (IB):
- Organize, monitor and approve (visa) the accounting work of the UPU and Postal Payment Services (PPS) Clearings;
- Analyze accounting or financial data relating to cash flows or dealings with banks in the area of clearings
- Monitor as delegated bank relations related to Clearing activities
- Propose and implement measures for further increase in membership and business volumes of Clearings and other finance related revenue-generating activities.

1. UPU and PPS Clearings (operations and treasury):

1.1. Monitoring and team management
Monitoring:
- Supervise and monitor the everyday tasks of the assistants in the unit to ensure operations (checks/correction of entered data, initial approval (visa) of payments and accounting vouchers, validation of ledgers).
Team management:
- Lead and motivate the team;
- Organize the work and provide technical support;
- Set annual objectives and evaluate performance;
- Ensure the ongoing development of staff;
- Ensure continuity in case of the absence of assistants in the UPU*Clearing Unit.

1.2. UPU*ClearingTreasury and PPS Clearing (as delegated)
Current cash management
- Take responsibility for operational cash management in coordination with the Accounting and Treasury Programme Manager;
- Devise and introduce cash planning tools and develop reporting tools;
- Reduce and optimize financial costs while maintaining a balance between the different accounts;
- Ensure conformity of payments.

1.3. Management of various operations linked to methods of financial settlements between postal operators (clearing/settlement models)
- Devise, propose and manage activities aimed at expanding the postal payment services clearing/settlement system and participate in the activities of the POC committee responsible for postal financial services;
- Devise and propose developments of the clearing systems for the settlement of postal accounts and solutions for the settlement of debts between postal operators;
- Devise and implement appropriate financial clearing solutions relating in particular to regional projects.

1.4. Risk management for postal financial services
- Analyze and evaluate financial reports, develop scenarios and propose solutions for the management of liquid assets in the framework of postal payment services with a view to optimizing their use;
- Formulate recommendations or proposals for risk management methods for exchanges in the area of postal financial services.

1.5. Accounting
- Prepare and supervise accounting and report for UPU* and PPS clearings

QUALIFICATION AND SKILLS REQUIRED
Education:
University degree (bachelor's or equivalent) in finance or business management or in a similar field.

Experience:
Minimum five years' experience (clearing, banking, treasury or finance) in a financial institution or international organization/company is required.
Technical knowledge:
1. Very broad general knowledge of economics and ability to foresee events in the banking world.
2. Very good knowledge of banking products/techniques and of the investment market (constantly updated).
3. Very good knowledge of cash management techniques and processes.
4. Good knowledge of risk analysis techniques.
5. Knowledge of operation of clearing and settlement tools and financial regulations.
6. Knowledge of IPSAS accounting standards.
7. Good command of IT tools and office software (Word, Outlook, Excel, Access, PowerPoint).
Skills and abilities / competencies:
1. Capacity for analysis and synthesis.
2. Sense of initiative.
3. Rigour and a sense of organization.
4. Responsiveness.
5. Ability to communicate and social skills.
Language skills:
Proficiency in French or English. Good working knowledge of the other language would be an advantage
Additional Information:
Priority shall be given for an internal promotion.

Annual salary: (Net of tax)
60,233 USD
Post adjustment: 71 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
