Organizational Context:
This is a vacancy in the General Service category for which local recruitment procedures apply, in accordance with the Staff Regulations of the UPU International Bureau. Candidates will be solely responsible for any travel or other expenses incurred in order to participate in the recruitment process or, upon selection, take up the appointment. Staff members in the General Service category are not eligible for the allowances and benefits exclusively applicable to international recruitment.

With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
Provide assistance to the secretariat and in the areas of IT data management and the preparation of benefits.

1. Assistance to the Provident Scheme Secretariat
1.1. Prepare letters of admission and annual statements
1.2. Collect and organize personal information and facts and figures, and prepare letters of withdrawal and retirement
1.3. Manage the logistics of the Secretariat's activities (organize various meetings and manage financial aspects)
1.4. Maintain the Secretariat's files and archives
1.5. Receive documentation and enter payments
1.6. Collect supporting documentation to prepare accounting vouchers and a detailed breakdown of accounts (cost-of-living allowance, elected official allowance)
1.7. Perform a variety of administrative tasks upon request

2. IT data management
2.1. Administrative software: collect, enter and update data pertaining to active participants (identification and related information)
2.2. Collect, enter and update data pertaining to retirees
2.3. Enter basic data (scales, exchange rates)
2.4. Transmit data for the weekly back-up and for the annual opening and closing in cooperation with the service provider
2.5. Loan management software: consult and extract data upon request and when replacing the Assistant Secretary

3. Benefit payments
3.1. Prepare monthly benefit payments (including entering health care deductions and various association dues) and the related figures for verification and validation by the expert
3.2. Monitor benefit payments at banks
QUALIFICATION AND SKILLS REQUIRED
Education:
Secondary education at commercial school, matura, or CFC
Technical knowledge:
1. Good knowledge of standard office software tools (Word, Excel, Outlook)
2. Familiarity with pension administration or accounting software would be an asset
Skills and abilities / competencies:
1. Availability and ability to prioritize during critical periods (monthly and annual deadlines, Management Board, auditing periods)
2. A head for numbers, language, computers and pension matters
3. Thoroughness and attention to detail
4. Client focus
5. Discretion and confidentiality
Language skills:
For this position, fluency in French is required. Working knowledge of English would be an advantage
