Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
Under the direction of the direct supervisor, coordinate and conduct work and studies aimed at the further development, modernization and integration of the UPU remuneration systems.

1. Modernization and integration of the UPU remuneration systems
- Contribute, in coordination with the representatives of member countries and their designated operators, to the development of recommendations and proposals to streamline, modernize and improve the remuneration systems;
- Make proposals on and contribute to improving the management of the UPU remuneration systems;
- Provide secretariat support to the relevant UPU bodies dealing with remuneration;
- Draft development plans and procedures to modernize and integrate the UPU remuneration systems;
- Implement decisions relevant to the UPU remuneration systems;
- Conduct studies on the remuneration systems, prepare presentations on the study results and offer added-value comments, and integrate recommendations for improvements;
- Ensure the accurate publication of country-specific rates for each of the remuneration systems in line with the requirements and regulations of the UPU bodies;
- Provide information and assist in providing advice on all aspects of the remuneration systems to the UPU bodies and UPU members;
- Carry out activities to scope, formulate and design remuneration models and procedures to modernize and integrate the UPU remuneration systems;
- Implement Congress resolutions on the classification of countries and territories (analyze the content of the resolutions; provide information to the countries, the Councils or the International Bureau about the classifications; and provide explanations);
- Identify transitional measures in support of the movement of transition countries towards the target system, while mitigating the financial impacts and reducing inconsistencies in the terminal dues system;
- Analyze and draw up a coordinated set of principles that feed into the work of the remuneration groups for the further development of the UPU remuneration systems;
- Benchmark with remuneration systems applied in non-postal networks for the final delivery of services;
- Contribute to the organization of workshops and round tables to present, discuss and collect feedback on the UPU work carried out to further develop, modernize and integrate the UPU remuneration systems;
- Prepare and organize meetings (topics, agenda, document and report drafts, presentations on the work done, distribution of relevant documentation, etc.);
- Contribute to developing proposals to improve the governance and regulatory framework of the UPU remuneration systems vis-à-vis universal service provisions;
- Provide information on the status of the work carried out by the UPU bodies, and reply to questions from and give precise instructions to UPU members on remuneration development issues;
- Maintain and update, on the UPU workspace and website, relevant information on work developments.

2. Development of the UPU remuneration systems
- Conduct research and comparative analyses relating to the costing and pricing practices of designated operators for inbound and outbound international mail exchanges, mail in transit, and charges applied in the context of other systems of remuneration;
- Develop and conduct studies called for in Congress resolutions for the development of the UPU remuneration systems;
- Analyze the results of the studies and draft recommendations to the relevant UPU bodies;
- Follow up on and ensure the timely delivery and implementation of mandated work, and update work plans and deliverables matrices;
- Propose models for simulating and testing the relevance of methods for calculating UPU rates and their financial impacts, and analyze and communicate the results of those calculations;
- Organize and prepare for the meetings of the remuneration groups, as well as their subgroups and ad hoc groups, with a view to contributing to the work and determining the issues to be discussed and decisions to be taken, and draft provisional agendas, documents, impact studies, reports, and summary records of the meetings;
- Contribute to the design of bonus schemes applicable to the UPU remuneration systems, with a view to allocating bonuses to meaningful quality or service performance features;
- Draft provisions and clear instructions relating to operational conditions and accounting procedures applied to the UPU remuneration systems;
- Identify and implement improvements to the calculation process using standardized formulae and/or the automation of the calculation of UPU rates.
QUALIFICATION AND SKILLS REQUIRED
Education:
A first-level university degree in one of the following areas: administration/management, business/economics, engineering, or any other related field.
Experience:
At least five years of experience in the postal business and/or in postal operations at the national or international level.
Technical knowledge:
1. Sound knowledge of international postal services, including letter-post and parcel-post services, quality of service measurements, and remuneration systems based on service performance and/or features.
2. Knowledge of sources for data collection, data processing and the presentation of results.
3. Knowledge of database development and maintenance, as well as data analysis.
4. Very good reporting/writing skills, with the ability to draft documents and reports.
5. Knowledge of project management.
6. Advanced skills in working in a modern computer environment (Word, Excel, PowerPoint).
7. Knowledge of cost modelling, applied statistics, and so on would be an asset.

Language skills:
Proficiency in English or French. Working knowledge of the other language would be an asset.
Additional Information:
Priority shall be given for an internal promotion.

Annual salary: (Net of tax)
60,233 USD
Post adjustment: 71 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.

The conditions of service are governed by the Staff Regulations and Rules of the International Bureau of the Universal Postal Union.
