Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
Under the guidance and supervision of the Coordinator, the incumbent shall monitor and administer effective implementation of Easy Export pilot projects in two countries, as well as study and monitor trade facilitation activities, draft studies and contribute to policy recommendations related to the role of the postal network in trade facilitation.

1. Project monitoring
- Liaise with Easy Export pilot countries
- Monitor existing pilot projects and prepare reports and recommendations for the Coordinator.
- Compile and analyze the project progress for the preparation of project proposals and assessments.

2. Studies and policy actions
- Compiling NTFCs statistics and the preparation of material to promote the repository.
- Draft feasibility studies and/or background papers and/or reports based on research
- Give inputs for the assessment of the potential impact of current trends in the postal industry, provide first-level advice on targeted business areas
- Prepare expert papers or reports based on research and actions within pilot projects;
- Prepare materials for discussions with related agencies and external stakeholders in trade facilitation
- Consolidate research data and undertake data analysis to identify and prepare proposals for policy actions
- Maintain specific tools and databases, implement and integrate through them information and activities on trade facilitation in the postal industry and related activities
- Give support to cooperation with internal and external stakeholders in the organisation of meetings or workshops on specific topics related to the role of the postal network in trade facilitation.
- Contribute to the preparation and standardisation of materials for training modules related to the role of post in trade facilitation at the regional and national level.
- Help to promote the programme in terms of preparation of brochures, presentations and articles.
- Assist in promoting UPU trade facilitation news and events.
QUALIFICATION AND SKILLS REQUIRED
Education:
University degree (bachelor's or equivalent) in international trade, international business, international law, economics or related field.
Experience:
At least two years' experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area is required.
Technical knowledge:
1. Experience in trade and/or transport facilitation, some of which in an international organization, is desirable.
2. Experience in project management of technical cooperation programmes is desirable.
Skills and abilities / competencies:
1. Ability to apply economic theories and concepts in international trade and transport procedures and relevant international and regional agreements.
2. Ability to conduct independent research on trade topics, determine suitability, validity and accuracy of data provided by different sources. Ability to analyse and develop economic policies and make recommendations on their implementation.
3. Ability to capture and present complicated concepts and statistical data in a simple and clear manner
4. Shows pride in work and in achievements and demonstrates professional competence of trade facilitation.
5. Is conscientious and efficient in meeting commitments, observing deadlines and achieving results.
6. Speaks and writes clearly and effectively in English.
Language skills:
English and French are the working languages of the UPU International Bureau. For this post, proficiency in English is required. Knowledge of French will be an asset.

Good working knowledge of other UN languates would be an advantage.
