Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
The Postal sector has been faced with far-reaching changes over the past few years. It has become essential for Posts to apply the latest technology in order to respond effectively to changing customer needs. The Postal Technology Centre (PTC) of the UPU acts as a link between technology and the needs of the Postal industry by being the first- choice in providing IT solutions, applications and services that enable the delivery of domestic and international postal services.
Main duties:
The incumbent is the primary point of contact for internal customers, for all matters related to the provision of end-user documentation for the UPU IT products and the translation of software applications and documentation into different languages.
The incumbent manages a technical writer.

Technical writing:
Create all end-user documentation for UPU IT products in English, to include online help, technical guides, online tutorials and marketing materials;
Decide on the best format, organization and appearance of new documentation and online tutorials for each specific UPU IT product;
Maintain team standards and templates;
Collaborate with managers, developers and deployment teams to gather information necessary for producing user documentation;
Ensure quality of product by adhering to departmental standards and by using established methods and techniques for writing user documentation;
Investigate new technology to keep up-to-date with latest developments. Conduct research on topics related to technical writing to enhance skills and to keep informed of new developments.

Translation project management:
Manage the translation of IT products (localization) and software user documentation into other languages as required;
Manage the external provider of translation services:
o Ask for, collect and validate financial offers;
o Schedule translation projects in line with product releases;
o Monitor progress and assess quality of work.
Develop and maintain a global glossary.

Resources Management:
Leads, motivates and guide;
Distribute work assignments;
If deemed necessary revise the work of the technical writer;
Establishes work plans and performance objectives, provides regular feedback on their performance, recognizes good performance and addresses unsatisfactory performance issues.

QUALIFICATION AND SKILLS REQUIRED
Education:
First level university degree (BA or similar) in Computer Science, technical writing, journalism or related field
Experience:
At least 5 years' experience in technical writing in English in a software environment
Technical knowledge:
- Knowledge of technical writing software (such as Adobe Framemaker) and help authoring software (such as Madcap Flare);
- Knowledge in writing training materials and training creation software (such as Adobe Captivate);
- Project management techniques and skills;
- Knowledge of web site development/publication of information on a web site;
- Knowledge of software localization tools and practices.
Skills and abilities / competencies:
- Leadership, Team/people management;
- Influencing and negotiation skills;
- Adaptability: capacity to accept changes in - priorities and scope for the projects;
- Creative problem solving skills;
- Good interpersonal and communication skills;
- Ability to speak to technical and non-technical people.
Language skills:
English: Fluent
French: Would be an advantage
Additional Information:
This is a non-core post. This position will be in full compliance with the "Rules governing non-core staff".

The selected staff will participate in the UPU Provident Scheme and will be insured together with their recognized dependents against the risks of sickness and accidents.

This is a three years' contract which can be renewed if the services continue to be required in the future, the funds are available and/or the staff member's performance is satisfactory. However, this appointment does not automatically carry any expectancy of
extension or renewal or of conversion to any other type of appointment.
