Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
Within the Executive Office and under the supervision of the Research and Strategy Programme Manager, undertake the realisation of economic research projects (household surveys) for member countries.

1. Organize, service and take part, within delegated authority, in the inception meeting,
2. Design, formulate and finalize geographical scoping of projects
3. Assess existing tools & survey design and if deemed make new proposals and design new models or technical aspects of methodologies for realisation of economic research projects
4. Identify, select and initiate contacts with national statistics offices, liaise with them on the economic/technical significance, accuracy and soundness of the economic research projects
5. Review launch of surveys & input for national statistics office and UPU
6. Participate in launching of surveys and monitor process, interacting with the national statistical offices, and contribute to build capacity if necessary during the collection and production of survey data,
7. Collect and consolidate data from surveys, perform analyses and/or conduct on-demand analyses
8. Draft progress reports if requested, draft specified inputs for technical or economic papers and analytical studies, prepare preliminary briefings and comments on key results
9. Collaborate in the production of preliminary and/or final reports with analytical comments on key results
10. Co-organize stakeholders' validation and final workshops, if requested prepare inputs to statements by Secretariat staff to such meetings

QUALIFICATION AND SKILLS REQUIRED
Education:
A first level university Degree (Bachelor or similar) in economics, econometrics or equivalent; an advanced university degree and a Ph.D in the same fields are a strong asset.
Experience:
At least 5 years of experience in managing economic research projects in developing countries within an international organization.
Technical knowledge:
1. Knowledge of quantitative and qualitative survey design techniques; a proven publication record would be a plus.
2. Expert knowledge of at least one statistical/econometric software package (e.g. STATA, SAS, R, SPSS or equivalent).
3. Ability to interact with multiple stakeholders in a multicultural environment, anticipating their needs and expectations.
Skills and abilities / competencies:
1. Excellent interpersonal skills, including the ability to maintain harmonious working relations with staff at all levels.
2. Excellent communication skills, including the ability to explain economic issues and analysis clearly and effectively.
3. Autonomy: ability to conduct projects independently, while informing management regularly.
4. Organization skills, including the ability to plan ahead and meet deadlines.
Language skills:
English and French are the working languages of the UPU International Bureau. For this post, proficiency in English is required. Knowledge of French would be an advantage.
Additional Information:
Monthly salary:(Net of tax)
2,013.62 CHF to 2,517.02 CHF

Post adjustment:
1,349.12 CHF to 1,686.40 CHF
