Organizational Context:
The Universal Postal Union (UPU), a specialized agency of the United Nations and the principal forum for cooperation between postal sector stakeholders, establishes the rules for international mail exchanges. It has 192 member countries and has its headquarters in Berne.

Its primary objective is to encourage the provision of a quality postal service that is accessible to all, and its core mission is to develop social, cultural and commercial communication between peoples.

The UPU comprises several bodies, including the Postal Operations Council (POC), made up of representa¬tives from 40 member countries, which considers operational and technical matters of interest to the postal service. It promotes the introduction of new postal products. It also establishes standards for the various technological, operational or other processes and procedures for their implementation. It is studying the opportunities that postal digital services capabilities bring to the digital economy.

General context of the traineeship:
The UPU Council of Administration (CA), consisting of 41 member countries, has the power to approve proposals by the Postal Operations Council for the adoption of regulations or new procedures until the next Congress. The Universal Postal Congress convenes every four years. The CA decided to undertake a study on preparing a package of policy recommendations on e-commerce and e-services as they relate to the capabilities of the postal sector to support universal inclusion and access.

Scope of work:
The study is expected to provide the following benefits to the UPU and its members:
- Gain a better understanding of the position of the Post as an enabler for digital economy growth;
- Answer some key questions of members in relation to the role of the Post in the digital economy policy and legal frameworks;
- Develop a policy response to e-commerce opportunities and challenges facing the postal sector
- Give insights to UPU members and representatives to position themselves in national digital economy programmes;
- Serve as one of the bases for future postal digital economy policy actions in the next UPU Congress cycle.
Main duties:
Under the supervision of the Programme Manager
The trainee will participate in or will be required to:
- Support an expert team in consultations and preparations of recommendations on e-commerce policy development
- Review and consolidate materials from UPU members on their national experiences
- Evaluate the participation of the Post in national e-commerce and e-services policy frameworks
- Prepare case studies and benchmarks
- Identify gaps for provision of technical assistance and capacity building in this area.
QUALIFICATION AND SKILLS REQUIRED
Technical knowledge:
- The ideal intern would be a Master's or PhD student in international policy, international business or related field, with knowledge of digital economy, digital trade and e-commerce policy frameworks.
- Understanding of digital platforms and services an advantage.

Following UPU rules, this internship is exclusively open to students enrolled in a Master’s, a PhD or to recent graduates (less than 6 months) in the above-mentioned disciplines.
Additional Information:
In line with UPU rules, this traineeship is reserved EXCLUSIVELY for STUDENTS. Any other candidate profile will not be considered. Recent graduates in the areas described above are also invited to apply. They must have graduated within six months of the date of this announcement.

The traineeship will be remunerated in accordance with current UPU Human Resources rules.

The conditions of service are governed by the Staff Regulations and Rules of the International Bureau of the Universal Postal Union.
