Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
|
Main duties:
Under the supervision of the Head of the EMS unit, the incumbent will provide assistance to members in the region for sustainable improvement of EMS performance in accordance with the objectives and strategies set out for the development of EMS.
1. Analysis and Improvement of EMS Performance 1.1. Analyse the designated EMS operator's end-to-end performance in areas such as operations, tracking, customer care, and compliance with statutes and service requirements 1.2. Identify weaknesses and shortfalls of the EMS operators 1.3. Advise members on actions and priorities they can take to address the weaknesses and shortfalls and, if necessary, support them to develop improvement actions 1.4. Monitor EMS operators' improvement activities in the region 1.5 . Prepare progress reports of performance development to the EMS Cooperative 1.6. Provide guidance to members in cooperation with third-party supply chain stakeholders, including customs authorities, airlines, and ground handlers to improve cross-border service performance
2. Planning, coordinating and monitoring of improvement projects 2.1. Identify members that could benefit from improvement projects after having selected and summarized background information 2.2. Propose and draft improvement projects for validation 2.3. Follow up implementation of projects (monitoring specific aspects and propose actions to be taken to expedite delivery of outputs) 2.4. Nominate consultants, brief and monitor them and help to produce the final reports 2.5. Plan, organize and conduct training workshops and performance reviews in the region 2.6. Evaluate the expected results of the projects undertaken in the region 2.7. Include the improvement projects in Regional Development Plans, when applicable, and provide all the necessary project documents, such as objectives, justifications and budget 2.8. Collaborate with the UPU Regional Project Coordinator on EMS development activities in the region including detailed Multiyearly Integrated Projects involving EMS improvement projects with select regional members 2.9 Collaborate with regional members on completion of Action Plans and monitor to ensure implementation
3. Communications/Information Sharing 3.1. Organize strategic regional symposia targeted to senior management of regional posts to discuss cooperative business development activities and regional market developments to ensure EMS is positioned for growth 3.2. Respond to queries from operators on EMS matters such as performance, membership, EMS Cooperative activities, etc. 3.3. Facilitate communications between the EMS Unit and EMS operators and among EMS operators when required 3.4. Update and share, externally and internally, information on regional EMS matters 3.5. Organize and participate in regional meetings and represent the UPU on these occasions if required 3.6. Draft for validation, briefing documents for missions/meetings (Director General, DOT, DCDEV, Head of EMS Unit, EMS Cooperative Board members, Union bodies, etc.) when required
4. Other duties specific to the position and ad hoc activities 4.1. Support Head of EMS Unit on special EMS projects in terms of formulation, monitoring, reporting, finalization and assessment of the achieved results 4.2. Participate, including leading if required, in other projects or activities within the EMS Unit that may arise which require the skills or knowledge held 4.3. Provide input to and, if necessary, participate in other IB projects 4.4. Develop improvement tools and/or procedures as required

QUALIFICATION AND SKILLS REQUIRED |
Education: Bachelor degree or equivalent diploma |
Experience:
Five years' experience in the postal field within a designated operator or an organisation in the postal sector |
Technical knowledge:
1. Knowledge of EMS (or similar) operations and customer service 2. Knowledge of EMS (or similar) Standards, performance measurement system and reporting tools 3. Knowledge of project management 4. Knowledge of analysis techniques 5. MS-Office skills 6. Training and presentation skills

Language skills:
English: fluent Language of the region (Arabic):fluent French would be an advantage:working knowledge - fluent

Additional Information:
This is a non-core post. This position will be in full compliance with the "Rules governing non-core staff".
The selected staff will participate in the UPU Provident Scheme and will be insured together with their recognized dependents against the risks of sickness and accidents.
This is a three years' contract which can be renewed if the services continue to be required in the future, the funds are available and/or the staff member's performance is satisfactory.
