Organizational Context:
The Universal Postal Union (UPU), a specialized agency of the United Nations and the principal forum for cooperation between postal sector stakeholders, establishes the rules for international mail exchanges. It has 192 member countries and has its headquarters in Berne.

Its primary objective is to encourage the provision of a quality postal service that is accessible to all, and its core mission is to develop social, cultural and commercial communication between peoples.

The UPU comprises several bodies, including:
- The Council of Administration (CA), consisting of 41 member countries, ensuring the continuity of the UPU's work between Congresses, supervising its activities and studying regulatory, administrative, legislative and legal issues.
- The Postal Operations Council (POC), also made up of 41 member countries, which considers operational and technical matters of interest to the postal service. It promotes the introduction of new postal products. It also establishes standards for the various technological, operational or other processes and procedures for their implementation.

General context of the traineeship
The UPU Council of Administration decided to undertake a study to assess the postal sector and designated operators' possible involvement in the implementation of the World Trade Organization (WTO) Trade Facilitation Agreement (TFA) and provide opportunities for the exchange of best practices at all levels.

Scope of work

Objectives:
1) Study and assess impact of TFA on UPU regulations and activities and the postal sector in general;
2) Identify contribution that members (governments, regulators, operators) and UPU could bring to the
implementation of TFA;
3) Recommend ideas for future actions within the UPU.

The study aims at providing the following benefits to the UPU and its members:
- Answer some key questions of members in relation to the TFA implementation in the postal context..
- Gain a better understanding of the impact of the TFA to position the postal channel as an important pillar of the global trading ecosystem and to identify the opportunities and challenges to UPU members;
- Provide benchmarking opportunities;
- Give insights to UPU members and representatives to position themselves in national implementation programmes.
- Aid in understanding how the UPU can assist members in the future to achieve their goals related to the TFA.
- Serve as one of the bases for the definition of a UPU Postal Trade Facilitation Policy for the next UPU Congress cycle.
Main duties:
Under the supervision of the mentor of this internship (Trade Facilitation Programme Manager)
The trainee will participate in or will be required to:

- Evaluate the key provisions for expediting the movement, release and clearance of goods, including goods in transit through the postal channel;
- Study the implementation of the TFA in the context of the particularities of the postal channel;
- Review the measures set out for effective cooperation between customs and other appropriate authorities on trade facilitation and customs compliance issues as it relates to postal traffic;
- Evaluate participation of Post in areas such as the single window and the National Committees on Trade Facilitation;
- Evaluate provisions for technical assistance and capacity building in this area.

Proposed methodology
- Desktop research
- Consultation with UPU member (Governments/Regulators, Operators).
- Input from UPU programme experts including: Operations, logistics and supply chain (DOP); Development cooperation and regional plans (DCDEV); Policy and regulations - Postal regulation, UN policies, Trade (DPRM); Resource mobilization (DPRM); Legal matters (DAJ).
- Consultation and possible joint initiatives with WTO, UNCTAD, ITC, WCO and other related trade organisations.

Expected outcomes
- A comprehensive study report detailing the methodology, findings and analysis in accordance with the requirements listed above;
- A summary report with the main conclusions for submission to the CA and possible publication;
- and a PowerPoint presentation based on the summary report.
QUALIFICATION AND SKILLS REQUIRED
Technical knowledge:
The ideal intern would be a Master's or PhD student in international trade, international business, international law or related field, with in-depth knowledge of the WTO TFA and broader trade facilitation concepts.

Following our rules, this internship is exclusively open to students enrolled in a Master's or in a PhD or to recent graduates (less than 6 months) in the above mentioned disciplines
Additional Information:
In line with UPU rules, this traineeship is reserved EXCLUSIVELY for STUDENTS. Any other candidate profile will not be considered. Recent graduates in the areas described above are also invited to apply. They must have graduated within six months of the date of this announcement.

The traineeship will be remunerated in accordance with current UPU Human Resources rules.

The conditions of service are governed by the Staff Regulations and Rules of the International Bureau of the Universal Postal Union.
