Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
Prepare and assist in the drafting of all documentation in connection with the Programme; take charge of monitoring the use of funds available to the IB (sources of funding, projections, analyses of financial impact, distribution, processes, preparation of reports and application of rules, etc.)

Programme and Budget:
1. Programme (under the supervision of the Director):
- Draft recommendations for the Congress finance committee about different financing methods to be considered and the value of the regular budget contribution unit;
- Analyze and evaluate the financial impact of the proposals from member countries;
- Contribute to budgetary allocations for each programme within the framework of the implementation of the world strategy;
- Oversee monitoring of their use.

2. Budget:
2.1. Prepare and pilot the budgetary process for each cycle
- Define methodologies and ensure they are applied by operational staff;
- Collect, analyze and summarize the needs of different directorates;
- Arbitrate according to Bureau priorities and strategy;
- Produce outcome documents to be submitted to the CA for approval and which will serve as a guide for the period in question.
2.2. Prepare reports and analyze discrepancies
- Design control charts and tools;
- Obtain regular information from accounting coordinators attached to each directorate;
- Monitor the use of budgets; note and analyze discrepancies and overruns and bring them to the attention of the operational staff and directorate;
- Present the budgetary situation pro rata temporis;
- Carry out regular reviews.
2.3. Improve performance
- Identify areas for improvement;
- Provide advice on arbitrage to be conducted.
2.4. Update regulations
- Draft amendments to the UPU General Regulations & DFI Regulations in his area of responsibilities.

Other duties:
- Prepare projections of resources needed by the UPU to implement the strategy, in comparison with available financial resources;
- Conduct analyses on necessary funding sources based on their origins (governmental lending institutions and others);
- Define the annual action plan;
- Conduct comparative studies of budgetary practices used by other United Nations agencies.
QUALIFICATION AND SKILLS REQUIRED
Education:
Bachelor's degree or equivalent in financial, business or administration management
Experience:
Minimum of five years' experience in development and steering of budgetary processes
Technical knowledge:
1. Very good knowledge of the International Public Sector Accounting Standards system.
2. Very good (political and financial aspects) knowledge of UPU regulations and the world postal strategy approved by Congress
3. Good understanding of how different UPU bodies operate, the organizational structure of the Union, and its internal functioning
4. Good knowledge of the world postal sector and relations with Posts
5. Proficiency in office/IT tools such as Excel and accounting software
6. Good knowledge of office tools such as PowerPoint

Language skills:
Proficiency in English or French is required. Knowledge of the other language would be an advantage.
Additional Information:
Post adjustment: The percentage is to be considered as indicative since variations may occur each month either upwards or downwards without notice. As a reference, the post adjustment for the month of June 2018 is 72.4%.
