Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
Assist the Coordinator in the governance of International Bureau management, namely in the areas of:
- risk management;
- management of dashboards for use by General Management;
- auditing; and
- management methodology.

1. Risk management
Internal control system and business continuity plan:
- Assist the Coordinator to identify key controls, plan and manage monitoring loops;

- As required:
a. identify and short list new risk management tools and systems for submission to the coordinator,
b. prepare project proposals for the development of new tools, systems, and dashboards,
c. develop and test these new tools, systems, and dashboards,
d. assist the Coordinator, in the implementation of projects for imported or internally developed systems, in collaboration with other International Bureau support teams if necessary,
e. train users and provide them with technical instruction;

- Update the related documentation;

- Gather key information according to the set schedules and subjects, carry out analyses and draft preliminary reports for the coordinator.

2. Management of dashboards for use by General Management
- Create drafts of dashboard models to assess the performance of the various International Bureau directorates and submit them to the Coordinator for validation;

- Gather information according to set schedules and update the information tools used by General Management;

- Draft summary reports for use by General Management.

3. Auditing
- Prepare the documentation required for the timely and proper execution of tasks by the external auditor and outsourced internal auditors;

- Assist in the performance of initial checks (tests or sampling) on the implementation of recommendations made by the audit team, Joint Inspection Unit (JIU) or other bodies, conduct analyses, draft projects of summaries of actions taken and recommendations made (producing statistics, reports, or other documents);

- Assist the Coordinator in their role as Secretary of the Internal Audit Committee.

4. Management methodology
- Conduct interviews and verify the existence of management processes and work methodologies in the programmes of the various International Bureau directorates according to the objectives set by the Coordinator and the recommendations arising from the audit;

- Formalize new processes and improve the efficiency and effectiveness of existing processes;

- Develop project management methodologies for use by International Bureau directorates (conduct interviews with the directorates; develop, test, validate, and organize the rollout of tools; draft related documentation; assist users; ensure the proper usage of tools and update them if necessary);

- Conduct preliminary or partial studies on the implementation of ad hoc projects relating to management, good governance and best practices.
QUALIFICATION AND SKILLS REQUIRED
Education:
Bachelor's degree or equivalent training in finance, management control, management, or auditing.
Experience:
The candidate must have a minimum of two years' initial experience, at national or international level, of projects or responsibilities relating to audit and/or finance and/or (management) control and/or management, and/or in a service responsible for organization (or similar).
Technical knowledge:
- Very good knowledge of methods and tools used in the context of organization/procedures/quality management.
- Very good knowledge of office software tools and, if possible, management software (relational databases, accounting programs).
- Very good knowledge of a software program used to produce and present process/quality data.
- Good knowledge of financial management and budgetary techniques.
- Good knowledge of project management.
Skills and abilities / competencies:
- Ability to analyze and summarize data.
- Ability to organize and lead working groups.
- Communication skills.
- Sense of planning and organization.
Language skills:
French or English (knowledge of the other language would be an advantage).
Additional Information:
Post adjustment: The percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation. As a reference, the post adjustment for the month of April 2018 is 82.7%.

This is a non-core post. This position will be in full compliance with the "Rules governing non-core staff".

The selected staff will participate in the UPU Provident Scheme and will be insured together with their recognized dependents
against the risks of sickness and accidents.

This is a three years' contract which can be renewed if the services continue to be required in the future, the funds are available and/or the staff member's performance is satisfactory. However, this appointment does not automatically carry any expectancy of
extension or renewal or of conversion to any other type of appointment.
