Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
Under the direction and responsibility of the Director, DPRM:
Lead, coordinate and supervise all strategic and program activities in the areas of/or in relation to :
- Postal Regulation and UN policies;
- Environment and Sustainable Development;
- Financial Inclusion policy and related regulatory matters;

1. Postal Regulation & UN Policies
1.1. Lead and coordinate the development, implementation, monitoring and evaluation of policy advice, recommendations and proposals for the relevant bodies of the UPU and the General Management of the International Bureau on the following matters:
- The provision of the universal postal service (UPS) by UPU member governments including the scope of the UPS, its regulation and financing, and its nexus with other public policy objectives of UPU member country governments including but not limited to financial inclusion, health and social matters;
- WTO and other UN policy issues and how they relate to postal services and other areas of UPU competence;
- Access and Interconnectivity issues from a policy and regulatory perspective; and
- The nexus between the UPU's policy and operational functions and more broadly the postal sector with the sustainability and environmental goals and commitments of UPU member governments
1.2. Supervise and ensure: (a) the conduct of studies; (b) the organization of forums such as conferences and workshops; and (c) the development of tool kits, that foster the sharing of policy and regulatory best practise and policy formulation recommendations in the area of postal regulation
1.3. Lead and coordinate the development of innovative UPU products and services in the areas of postal regulation, sustainability and the environment.
1.4. Lead, manage and develop relations with UPU external stakeholders and partners in the fields of postal regulation, sustainability and the environment.
1.5. Supervise all activities covered by the team in charge of the UPU Acts in close cooperation with the legal directorate
1.6. Working with the Resource Mobilisation and Stakeholder Engagement Coordinator help identify and capitalise on donor relations and/or resource mobilisation opportunities in the fields of postal regulation, sustainability and the environment. Lead, coordinate and help ensure compliance with required donor reporting obligations.
1.7. Represent the UPU at relevant forum meetings including conferences and events.

2. Financial Inclusion
2.1. Lead and coordinate the development, implementation, monitoring and evaluation of policy advice, recommendations and proposals for the relevant bodies of the UPU and the General Management of the International Bureau on the following matters:
- The nexus between the policy and regulatory frameworks of the UPU and the financial inclusion goals, strategy and implementation activities of UPU member governments;
- UN policy issues and how they relate to financial inclusion as promoted through the activities of Posts;
- The nexus between the UPU's policy and operational functions and more broadly the postal sector with the sustainability and environmental goals and commitments of UPU member governments.
2.2. Supervise and ensure: (a) the conduct of studies; (b) the organization of forums such as conferences and workshops; and (c) the development of tool kits, that foster the sharing of policy and regulatory best practise and policy formulation recommendations in respect of financial inclusion as promoted through the activities of Posts.
2.3. Lead and coordinate the development of innovative UPU products and services in the area of financial inclusion as promoted through the activities of Posts.
2.4. Lead, manage and develop relations with UPU external stakeholders and partners in respect of the policy and regulatory frameworks as they relate to financial inclusion as promoted through the activities of Posts.
2.5. Working with the Resource Mobilisation and Stakeholder Engagement Coordinator support our donor relations and resource mobilisation efforts in relation financial inclusion.
2.6. Represent the UPU at relevant forum meetings including conferences and events.

3. CA Secretariat Work
3.1. Help coordinate and support the work of the CA Secretariat in the provision of the substantive input required for the meetings of the CA, its Management Committee and other International Bureau internal committees dealing with the CA including:
- Drafting of agendas, documents and reports of various bodies of the CA, within the competencies of the Programme;
- Preparation of the required briefings related to the work of the CA for General Management of the International Bureau, CA Chair and other committee as required; and
- Preparation and publication of the summary record of the annual CA sessions and the quadrennial CA report to Congress

4. Organization of the work of the Congress
4.1. Help coordinate, manage and support the preparatory work related to the organization of the Congress including but not limited to matters such as:
- Congress calender, agenda and composition of Congress committees; and
- Processing, analysis and distribution of Congress proposals.
QUALIFICATION AND SKILLS REQUIRED
Education:
Advanced university degree (Master's degree or equivalent) in economics, business administration, political science, international relations or any such related field, or first university degree (Bachelor's degree or equivalent)
Experience:
With an advanced university degree at least 10 years, with a first level university degree at least 12 years of international experience in two or more of the other areas covered by the position.
Technical knowledge:
1. Solid knowledge and proven experience in policy and regulatory frameworks formulation, advice and inter-governmental negotiations over a broad range of public policy domains.
2. Solid knowledge and proven experience and in securing, building and maintaining stakeholder relationships.
3. Sound knowledge of and proven experience with strategy development, project management and evaluation methodologies.
4. Very good knowledge of the environments and networks of international organizations (private and public).
5. Practical knowledge in public policy advocacy, preferably in an international context.
6. Familiarity with the rules and procedures and cooperation mechanisms used in the UN system would be an advantage.
Skills and abilities / competencies:
1. Ability to manage multi-stakeholder projects in a multicultural context
2. Ability to educate and communicate on the UPU's objectives and activities in the areas covered by the position
3. Ability to plan and act; also on a long term basis; ability to work as part of a team
4. Good interpersonal and presentation skills; strong ability to develop arguments/ excellent communication skills with strong representational abilities
5. Negotiation skills
6. High sense of professional integrity and political sensitivity
7. Stays composed and positive even under extreme pressure
Language skills:
Proficiency in English or French is required. Knowledge of the other language would be an advantage.
Additional Information:
Annual salary:(Net of tax)
USD 85,543.00

Post adjustment: The percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation. As a reference, the post adjustment for the month of March 2018 is 82.7%.
