The Universal Postal Union (UPU), a specialized agency of the United Nations and the principal forum for cooperation between postal sector stakeholders, establishes the rules for international mail exchanges. It has 192 member countries and has its headquarters in Berne.

The UPU comprises several bodies which consider policy, regulatory, operational and technical matters of interest to the postal sector covering physical, financial and electronic services.

Information and communications technologies (ICT) are also recognised as being key to achieving the UN 2030 development agenda and the Sustainable Development Goals (SDG). Research conducted by the UPU in 2015, show a strong growth in importance of ICT within the postal business, with increased focus on services that support e-commerce and other core services
and significant progress in the take-up of postal e-services in all regions of the world.

However, the extent to which posts are using e-services still varies widely as they struggle with the implementation, indicating the potential is far from fully exploited across the entire globe.

The UPU Digital Economy, E-commerce and Trade Programme has recently surveyed governments and their Posts to get the latest details on the use of ICT within the worldwide postal sector, and intends to prepare a flagship publication for 2018 on the Posts in the Digital Economy.
