Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
Under the direct authority of the Director, the incumbent will provide strategic orientation of UPU standardization, certification, compliance activities and addressing solutions . He will also promote awareness of the importance of complying to standards and addressing solutions and seek continuous improvement of this compliance.

The incumbent has the overall responsability for his Programme's activities as well as all budgetary and resources related issues.

1. Operational functions:
- Designs strategies and policies to be implemented by all UPU member countries and designated operators to assure interoperability within the postal sector and develop Adressing Solutions activities
- Monitors global technological and regulatory developments to transfer new knowledge to the postal sector
- Identifies trends impacting the postal sector
- Designs framework to raise awareness of, promotes and implements standards and standards innovation in the postal sector
- Promotes awareness of standards compliance. Designs solutions to ensure compliance, benefiting from existing solutions and develops certification possibilities
- Ensures the integration of standards, e-services and regulations, promotes proposals to continuously improve regulations for optimized operations and accounting
- Promotes operational, technical and business innovation to modernize the postal sector
- Demonstrates to stakeholders how standards/addressing solutions add operational and strategic values and builds consensus among all stakeholders.
- Ensures that the work of the Programme is carried out in accordance with the standards business plan and the Istanbul Postal Strategy
- Coordinates the implementation, monitoring and evaluation of projects planned in the programme

2. Internal Relations
- Coordinates with all directorates to ensure that communications with all UPU member countries, designated operators is consistent with UPU regulations
- Coordinates issues impacting standards & addressing solutions for both physical mail services and e-services with Directorates

3. External Relations
- Coordinates with potential organizations with which development of close cooperation is considered beneficial to the UPU and negotiates and develops cooperation agreements
- Coordinates and leads UPU standardization actions with external partners like ISO, CEN, IATA, the World Customs Organization, Designated Operators (DOs), International Post Corporation (IPC), PostEurop
- Represents the Union at international, regional and national meetings on areas under his responsibility
- Builds and promotes relations with external strategic partners

4. UPU Governing bodies
- Coordinates the technical work of the POC Secretariat covering all aspects under his responsibility
- Provides technical support to the Standards Board, Operations and Accounting Review Group and various committees
- Provides technical advice to Chairs
- Assists POC Secretariat for the POC Plenary and the relevant committee.
- Provides the technical work of the Secretariat for, and ensures the organization of the meetings of the POC's dedicated groups,
- Guides the development of standards-related/addressing solutions activities with POC bodies, and ensures follow up and implementation of decisions and recommendations

5. Resources Management
5.1. Management of the Programmes
- Leads and manages the Programmes ensuring and promoting an environment of professional inquisitiveness, anticipating new challenges, seeking solutions and evaluating their effectiveness, demonstrating a commitment of excellence
- Initiates the development and implementation of the Programme's work plan, including forecasts, priorities and anticipated requirements in terms of human and financial resources
- Achieves annual service targets and ensures the Programme performs within budget obtaining efficiency gains
- Ensures that all policies, processes and procedures, workflows and systems in place are relevant and cost effective

5.2. Human Resources
- Leads, motivates and guides his staff. Establishes their work plans and performance objectives, provides regular feedback on their performance, recognizes good performance and addresses unsatisfactory performance issues

5.3. Financial Resources
- Directs and supervises budget preparation, implementation, management and reporting
- Establishes measures to monitor resources
QUALIFICATION AND SKILLS REQUIRED
Education:
Advanced university degree (Master or equivalent) in public administration, management, economics, engineering or a related field or first university degree (Bachelor and equivalent)
Experience:
With advanced university degree, a minimum of 10 years of professional experience in the postal sector, including 5 years of experience at senior level

With first university degree, a minimum of 12 years of professional experience in the postal sector, including 5 years of experience at senior level
Technical knowledge:
1. Knowledge of the postal sector
2. Knowledge of new postal electronic services and other innovative services
3. Knowledge of UPU technical and messaging standards
4. Knowledge and hands-on experience with lifecycle of standards, their implementation and associated compliance issues
5. Project management skills
Skills and abilities / competencies:
1. Ability to drive change and improvement
2. Ability to anticipate problems and new trends
3. Ability to develop and implement a strategic vision
4. Good decision-making abilities
5. Excellent communication skills
Language skills:
Proficiency in English or French is required. Knowledge of the other language would be an advantage.
Additional Information:
Annual salary:(Net of tax)
USD 85,543.00

Post adjustment: The percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation. As a reference, the post adjustment for the month of January 2018 is 82.7%.
