With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.

The Postal sector has been faced with far-reaching changes over the past few years. It has become essential for Posts to apply the latest technology in order to respond effectively to changing customer needs. The Postal Technology Centre (PTC) of the UPU acts as a link between technology and the needs of the Postal industry by being the first- choice in providing IT solutions, applications and services that enable the delivery of domestic and international postal services.
Main duties:
Under the general guidance of the Director General, the incumbent of the post shall assist the organization in accomplishing its objectives by providing direction and authoritative advice on matters related to the development, implementation, coordination, monitoring and communication of IT strategies, policies and projects to address the needs of member countries as well as the organization's needs.

STRATEGY

Design, develop and implement, in collaboration with various stakeholders, telematics strategies linked to the overall objectives, priorities and needs of its member countries to ensure effective programme delivery

Implement the UPU Postal Strategy regarding telematics and provide authoritative support to the UPU governing bodies in this area as prioritized within the Strategic Plan adopted by the Telematics Cooperative

Design, develop, implement and monitor the IT Strategy for the IB internal IT environment

MANAGEMENT

Provide authoritative advice to the DG, the Telematics Cooperative and the UPU governing bodies on all issues related to IT projects

Provide intellectual and organizational leadership and strategic guidance to managers, staff and external clients on the application and implementation of policies, projects and operational activities

Design, coordinate and implement the work programme for the directorate, manage its financial and human resources, lead its operational activities, establish priorities and oversee the development and implementation of operating policies, projects and operational activities

TELEMATICS COOPERATIVE

Provide support to the secretariat for the Telematics Cooperative under the supervision of the Postal Operations Council

Provide authoritative advice and guidance to the Management Board of the Telematics Cooperative

Direct, coordinate and lead operational activities with the aim to enhance the quality of postal service provided by member countries, that they have affordable access to an interconnected global network for the transmission of postal data as well as to up-to-date software applications

REPRESENTIAL FUNCTIONS

Represent the DG in internal and external meetings with respect to telematics activities

Promote relations and cooperation with various partners involved in telematics, including Postal Supply Chain partners, network partners, suppliers of postal equipement

QUALIFICATION AND SKILLS REQUIRED
Education:
Master in IT or in technical or management related field.
Experience:
Over 10 years of professional experience in the area of information technology and project management, including experience in customer relations, IT development, IT infrastructure. Out of the 10 years of experience, at least five years at senior managerial level.
Technical knowledge:
1. Excellent knowledge of telematics market
2. Excellent knowledge of project management
3. Knowledge of the postal and/or logistics sector would be an asset
Skills and abilities / competencies:
1. Strong managerial and leadership skills
2. Excellent conceptual and analytical ability
3. Excellent judgement and decision-making abilities
4. Ability to develop and implement a strategic vision
5. Ability to delegate responsibility, motivate and lead international team, provide effective coaching and performance feedback
6. Ability to drive change and improvement
Language skills:
Proficiency in English or French is required. Knowledge of the other language would be an advantage.
Additional Information:
Annual salary:(Net of tax)
USD 97,805.00

Post adjustment: The percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation. As a reference, the post adjustment for the month of January 2018 is 82.7%.

**This is a non-core post. This position will be in full compliance with the "Rules governing non-core staff", which expressly exclude some international benefits (home leave, installation grant, education grant and eligibility to a continuing appointment).

The selected staff will participate in the UPU Provident Scheme and will be insured together with their recognized dependents against the risks of sickness and accidents.

This is a three years' contract which can be renewed if the services continue to be required in the future, the funds are available and/or the staff member's performance is satisfactory. However, this appointment does not automatically carry any expectancy of
extension or renewal or of conversion to any other type of appointment.**
