Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
Under the direct supervision of the Coordinator, Regulatory and Sustainability Affairs, the incumbent shall :
- Lead all research activities and advocacy activities in the field of financial inclusion;
- Implement the UPU resource mobilization strategy;
- Implement projects in the field of financial inclusion.

1. Research
1.1. Identify studies which could be led by the UPU to:
- Measure the financial inclusion impact of financial services provided by postal operators
- Identify innovative or successful business models
- Analyse country cases
- Measure client satisfaction which financial services offered by Posts
- Any other topic related to financial inclusion and the postal sector
1.2. Identify partner institutions which would be interested in supporting UPU research activities in the field of financial inclusion or working with the UPU to develop joint research
1.3. Design the methodology for the preparation of all UPU studies
1.4. Identify and recruit external resources needed to lead specialized research activities at highest level
1.5. Lead the preparation of all UPU studies in the field of financial inclusion, in coordination with all internal stakeholders, from data collection and analysis to drafting, peer reviewing, and publication
1.6. For Congress prepare a new opus of the Global Panorama on Postal Financial Inclusion, UPU's flagship study on financial inclusion.

2. Advocacy and knowledge management
2.1. Maintain and expand the UPU's pool of partners in the area of financial inclusion, including governments, regulators (both postal and financial services), national, regional and international organizations, donors and development partners, academics, and develop direct relationships with such institutions
2.2. Based on the research produced by the UPU, prepare focused explanatory texts and communications activities targeted at these partners, to ensure a greater recognition of the postal sector's contribution to financial inclusion
2.3. Design targeted messages and communication tools and channels to potential partners. In particular, ensure that UPU research is published or re-published by key financial inclusion knowledge institutes, international organizations and think tanks
2.4. Represent the Director General at conferences and events organized by current or potential partners
2.5. Work with other stakeholders to design, plan and organize international conferences and events related to financial inclusion issues
2.6. In cooperation with UPU IT and Communication teams, set up a knowledge management tool to ensure that all UPU
research is made available to all interested parties

3. Resource mobilization and donors relations
3.1. Contribute to and support the development of the UPU resource mobilization strategy related to financial inclusion matters.
In close collaboration with DMR's Resource Mobilization team:
- Identify potential partners, and build and update a donors database in the field of financial inclusion
- Propose and design financial inclusion projects for submission to financial backers and participate in and support discussions and negotiations with donors
- Ensure reporting of project progress to donors for Financial Inclusion projects managed by DMR's Financial Inclusion Programme.

4. Project management
Direct and coordinate the formulation, implementation and monitoring of donor-funded projects in the field of financial inclusion
QUALIFICATION AND SKILLS REQUIRED
Education:
Advanced university degree (Master's degree or equivalent) OR first level university degree (Bachelor or equivalent) in economics, econometrics, project management or business administration.
Experience:
With an advanced university degree at least seven years' experience, with a first level university degree at least nine years'
experience in market research, economics research, project management or related field at the international level, some of which
should be in the field of financial inclusion
Technical knowledge:
1. Proven experience in building and maintaining relationships with international financial backers and in resource mobilization in the field of Financial Inclusion. Proven track record in successfully obtaining funding from international donors (EU, World Bank, Development Banks, governments, UN, private foundations, etc.)
2. Sound knowledge of project management and evaluation methodologies
3. Knowledge of in leading market research activities, preferably on topics related to financial inclusion
4. Very good knowledge of the environments and networks of international organizations (private and public) and private financial backers
5. Experience in public policy advocacy, preferably in an international context
6. Proven expertise in data collection and analysis, experience in econometrics techniques an advantage
7. Good knowledge of the rules and procedures and cooperation mechanisms used in the United Nations system
8. Familiarity with financial services offered by Posts would be an advantage
Skills and abilities / competencies:
1. Ability to manage multi-stakeholder projects in a multicultural context
2. Ability to educate and communicate
3. Ability to organize and plan; ability to work as part of a team
4. Good interpersonal and presentation skills
5. Negotiation skills
Language skills:
Proficiency in English or French is required. Knowledge of the other language would be an advantage.
Additional Information:
Annual salary:(Net of tax)
70,647 USD

Post adjustment: The percentage is to be considered as indicative since variations may occur each month either upwards or downwards without notice. As a reference, the post adjustment for the month of January 2018 is 82.7%

This is a non-core post. This position will be in full compliance with the "Rules governing non-core staff".

The selected staff will participate in the UPU Provident Scheme and will be insured together with their recognized dependents against the risks of sickness and accidents.

This is a three years' contract which can be renewed if the services continue to be required in the future, the funds are available and/or the staff member's performance is satisfactory. However, this appointment does not automatically carry any expectancy of extension or renewal or of conversion to any other type of appointment.
