Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
Under the direct supervision of the Director of Finance, and by collaborating closely with the Director and management of DPTC:

- administer the financial management of the Directorate of Postal Technology Centre (DPTC), including budget, financial reporting
- administer the establishment of all contractual relations of the DPTC with customers, members, partners, providers and the IB.

1. Financial management
- Consolidate information with DPTC units to prepare and pilot the annual budgetary process of the TC.
- Prepare the annual budget and investment plan for the IB IT on the budget and accounting part.
- Supervise DPTC financial operations and proper keeping of accounts.
- Manage the TC funds-in-trust held on behalf of certain postal operators and assume responsibility for expenditure monitoring and reporting to these postal operators
- Ensure compliance with UPU financial procedures and continuously assess/improve the general TC financial management policy

2. Reporting and Controlling
- Produce financial reporting for TC and IB-IT activities
. Collate information;
. Produce financial statements (monthly, quarterly and annual reports);
. Analyze and comment on the content of those reports and make recommendations;
. Prepare and oversee the preparation of documents for the external auditors, and be on hand to provide information and justifications.
- Produce the analyses & reports:
. Report for TC vs. Regular Budget workload balance.
. Report for TC workload/cost against IB contribution for services rendered
. Reports for workload/cost for IB-IT projects
- Propose solutions to improve bad debtors according to CMB decision

3. Contracts and legal tasks
Negotiate within delegated authority and control all contractual relations with postal operators, partners, private businesses/suppliers and internal IB in coordination and guidance of the Directorate of Legal Affairs


QUALIFICATION AND SKILLS REQUIRED
Education:
First level university degree (Bachelor or similar) in accounting, financial management or economics
Experience:
Minimum 5 years of experience in finances area (accounting, budgeting, audit, etc.) in an international environment is an asset
Technical knowledge:
1. Confirmed knowledge in ERPs
2. Good knowledge of recognized international accounting standards (IPSAS)
3. Very good working knowledge of Excel and other tools
4. Experience of project controlling at the international level would be an asset
Skills and abilities / competencies:
1. Strong interest in figures
2. Attention to detail
3. Ability to organize and plan work
4. Leadership and team-building
5. Aptitude for written and oral communication (presentation of reports, etc.)
6. Ability to propose new working methods
Language skills:
Proficiency in English or French is required. Knowledge of the other language would be an advantage.
Additional Information:
This is a non-core post. This position will be in full compliance with the "Rules governing non-core staff".

The selected staff will participate in the UPU Provident Scheme and will be insured together with their recognized dependents against the risks of sickness and accidents.

This is a three years' contract which can be renewed if the services continue to be required in the future, the funds are available and/or the staff member's performance is satisfactory. However, this appointment does not automatically carry any expectancy of extension or renewal or of conversion to any other type of appointment.

Annual salary: (Net of tax)
CHF 96,000
