Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
As part of the Communication Programme team responsible for both internal and external communication, the incumbent will take responsibilities in institutional external and internal communications activities and events as follows:

1. Communication planning:
Contribute to the development of communication plans on UPU initiatives and projects and participate in their implementation, including:
- Participating in providing support on communication issues to internal clients with a view to developing appropriate communication plans to reach key and relevant audiences and meet objectives;
- Shaping key messages, identifying, conceiving and planning production of targeted communication activities and materials;
- participating in identifying freelance suppliers to help create content and design, including; assigning work, briefing them and monitoring their work;
- Identifying and planning activities and/or promotional materials to promote the UPU and overseeing their implementation among member countries and the public through special events and celebrations.

2. Publications:
Act as a writer/editor of UPU public information publications, particularly as editor of the quarterly magazine Union Postale
- Identify topics, research and write articles, edit copy and other information material for dissemination, monitor production schedule including setting deadlines
- Select and brief external freelance staff, including journalists, photographers, translators, designers and printers; monitor their work
- Negotiate within delegated authority terms of engagement, project scope, moral rights and remuneration for external suppliers with guidance from the programme manager.
- Determine the compilation and publication process and monitor the work of internal and external staff, including photographers, graphic designers, translators, subscribers, video crews, advertisers and printers.

3. Website and multimedia:
- Identify, research, write and edit content, key news and developments for the purposes of updating and expanding the public information published on the UPU website.
- Assist in implementing strategies for using multimedia, i.e. audio-visual materials, to communicate key messages about the organization and inform member countries and the public about activities.
- Assist in maintaining the organization's visibility and information sharing using relevant social-media tools

4. Media contact:
On request, and under the supervision of the programme manager or director:
- Maintain relations with local, international and specialized media;
- Respond to media requests for information about the UPU or the postal sector in general;
- Prepare press releases;
- Plan and manage media arrangements during special events/conferences and organize press conferences and press briefings as required;
- On request, assist in briefing the International Bureau management staff for the purposes of media interviews and appearances.

5. Internal communication
- Assist in implementing the internal communication strategy and developing the necessary communication tools for informing staff about internal developments and projects.

QUALIFICATION AND SKILLS REQUIRED
Education:
University degree (Bachelor) in communication, journalism or public relations
Experience:
Two years work experience in communication or public relations; without Bachelor or equivalent, minimum 8 years of relevant experience in an international organization or in the postal sector in the domains covered by the position.
Technical knowledge:
1. Excellent writing and editing skills for print and electronic journalism
2. Ability to think strategically and develop communication plans; shape key messages; identify target audiences
3. Experience with audio and video media
4. Good project management skills
5. Good knowledge of modern public relations methods and desktop publishing tools
6. Good knowledge of the mainstream and specialized press
7. Knowledge of new electronic tools and social media networks
8. Knowledge of the international communications environment an asset
Skills and abilities / competencies:
1. Excellent communication skills
2. Strategic thinking, good analytical skills and ability to make clear presentations
3. Enthusiasm, diplomacy and accuracy
4. Priorities management; ability to work against tight deadlines
5. Knowledge of other UN languages and German an asset
Language skills:
Proficiency in English or French is required. Knowledge of the other language would be an advantage.
Additional Information:
Annual salary:(Net of tax)
USD 46,026

Post adjustment: The percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation. As a reference, the post adjustment for the month of December 2017 is 83.40%.
