Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
Under the supervision of Director the incumbent of the post:
- Designs and formulates strategies and policies in the area of postal supply chain operations,
- Coordinates and leads actions which are necessary for the development of postal supply chain operations in alignment with best practices in logistics supply chain operations,
- Directs, coordinates and manages the Programmes under his/her responsibilities (Customs and Transport, Postal Security),
- Represents the UPU at external organizations in areas related to the postal supply chain components,
- Ensures secretariat role to related UPU bodies.

1. Strategy:
- Designs, develops and formulates overall strategies and policies to be implemented by UPU bodies, UPU member countries, designated operators and the Restricted Unions to enhance the postal supply chain operations worldwide,
- Assesses the changing requirements that relate to logistics supply chain operations so that the postal community can enhance its capacity in alignment with highest level of demands existing in the market,
- Develops, monitors and evaluates actions plans to be carried out by various stakeholders (UPU bodies, UPU member countries, designated operators and the Restricted Unions) to enhance the postal supply chain operations including increased application of electronic data exchanges,
- Drafts, prepares white papers and similar documents to raise awareness on the importance of the global postal supply chain as a key component of the global trade facilitation and promotes it to external stakeholders.

2. Coordination:
Internal to IB:
- Coordinates and leads with other IB Directorates and all DOP programmes, issues related to postal supply chain operations to ensure the effective implementation of actions aimed to enhance postal supply chain operations including increased application of electronic data exchanges.

External to IB:
- Defines in collaboration with external organizations rules regarding the international supply chain logistics operations to ensure that the UPU's postal supply chain operations are in alignment or compatible with the international rules and best practices,
- Coordinates with the external stakeholder organizations matters necessary for the effective implementation of the UPU postal supply chain operations,
- Ensures, in cooperation with other Directorates of the IB, the transfer of know-how and best practices to designated operators for the enhancement of postal supply chain operations in the respective countries though regional projects as well as support to their capacity-building activities,
- Negotiates and develops cooperation agreements.

3. Supervision:
Manages and directs a multidisciplinary team of professionals in all programmes under his/her responsibility by providing specialised and authoritative advice and guidance on;
- Fostering team sprit among staff members,
- Formulation and implementation of project plans,
- Defining, assigning, monitoring annual objectives to programmes and their staff members,
- Developing and managing budgets,
- Resolution of sensitive and complex issues.

4. Representation:
- Represents UPU's position or negotiates on its behalf at international meetings in the field of postal supply chain operations,
- Builds relations and strengthens cooperation with external strategic partners and other international organizations,
- Projects the UPU and its postal supply chain operations at external forums.

5. Secretariat to UPU bodies:
- Ensure the quality and knowledge content of documents prepared by the programs for submission to the UPU bodies,
- As Secretary or responsible officer, coordinates the organization of the meetings of the dedicated groups and committees including the preparation of documents, reports and information distribution, provides advice and guidance to Chairs, ensures follow up and implementation of decisions and recommendations.
QUALIFICATION AND SKILLS REQUIRED
Education:
A Masters (or equivalent) or a Bachelors degree (or equivalent) from a University in public administration, management or economy or logistics / supply-chain or similar.
Experience:
With a Masters, 10 years, with a Bachelors, 12 years in international supply chain logistics services (either postal service logistics or cargo or express service logistics) at managerial level and preferably at international level.
Technical knowledge:
- Excellent knowledge of international supply chain logistics services covering cross border transportation, customs, security, and distribution matters.
- Extensive knowledge of the international regulations and standards governing cross border transportation, customs security, distribution matters.
- Excellent knowledge of international project management.
- Good knowledge of economic matters related to the duties of the position.
- Familiarity with international organizations, acquired through participation in the meetings of those bodies would be an advantage.
Skills and abilities / competencies:
- Excellent interpersonal and written /oral communications skills.
- Ability to manage complex technical issues.
- Leadership skills, ability to forster an environment that promotes professionalism and innovation.
- Result-oriented.
- Ability to foresee threats facing the postal sector and take corrective action.
- Vision to take a long-range view and build a modern and forward-looking postal sector.
- Ability to think strategically and build partnerships in the interest of the postal sector.
Language skills:
French is the official language of the UPU. English and French are the working languages of the UPU International Bureau. For this post, proficiency in English or French is required. Knowledge of the other language would be an advantage. Training will be mandatory in order to acquire the required level of the second language in a reasonable time frame.
Additional Information:
Annual salary:(Net of tax)
USD 84,721.00

Post adjustment: The percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation. As a reference, the post adjustment for the month of December 2017 is 83.40%.
