Organizational Context:
Please note that this is a locally-recruited position, restricted to Swiss nationals and/or legal residents of Switzerland.

With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
Under the supervision of the Partnerships and Business Development Manager, the incumbent:
- is responsible for the development, regular updating and data quality of the basic postal addressing databases;
- contributes to work aimed at harmonizing and ensuring the consistency of other ASO Unit and member country databases;
- assists the ASO Unit in its promotion, communication and administrative activities.

1. Organize the gathering of information including all data which is fed into the ASO Unit's postal address database:
- Identify and select data from information sources and points of contact of member countries (pub¬lic administration, statistics offices, etc.), designated operators, regulators and any other partners, and keep the data up to date;
- Gather information and any data related to their addressing system (administrative, spatial, geo-graphical, terminological, etc.);
- Verify the consistency of the information and data received and analyze its quality and relevance;
- Contact information sources in the event of inconsistencies, errors or need for clarification.
2. Data entry and harmonization:
- Prepare and format the data for its upload to the database;
- Propose methods of compiling and merging data to the ASO Unit for the preparation of usable, homogeneous postal addressing information and solutions which can be disseminated to the member countries, and implement them once approved;
- Contribute to work on harmonization and and consistency of information in other ASO databases.
3. Supporting ASO Unit promotional, communication and administrative activities:
- Devise, and propose to management, solutions for the management and development of data-bases and information structuring in order to allow the ASO Unit and its directorate to present pro-posals for resolutions, regulations, standards, compliance rules and new postal software applica-tions to UPU bodies;
- As requested, provide the secretariat for, and participate in or support the work of groups of experts in the field of postal addressing;
- Contribute to the implementation of new systems for structuring postal addressing information from member countries, in cooperation with the Physical Product Development Programme and its Addressing Assistance activities and the Development and Cooperation Directorate/Quality of Service Fund;
- Contribute to the publication, dissemination and maintenance of information and data alongside internal and external partners and public servants using the existing communication channels;
- Prepare/lead/participate in training sessions on addressing standards and best practices in coop-eration with other programmes;
- Organize the annual addressing standards certification ceremony.


QUALIFICATION AND SKILLS REQUIRED
Education:
Achieved secondary school. High school diploma or equivalent in geography, geographic information technology/systems, geomatics, geo-spatial technology, or in statistics or computing and databases is an asset.
Experience:
Six years of experience in areas related to management/structuring of geographical data or mass data management
Technical knowledge:
1. Very good knowledge of surveys, information and data gathering or similar
2. Good knowledge of quality management
3. Knowledge of relational databases
4. Very good knowledge of office software tools (Word, Excel, PowerPoint)
Skills and abilities / competencies:
1. Capacity for analysis and synthesis
2. Ability to suggest practical solutions
3. A head for geographical data
4. Ability to manage, prioritize and structure large quantities of information
5. Good communication skills
6. Ability to work independently
7. Good teamwork skills and customer focus
Language skills:
Proficiency in English or French is required. Knowledge of the other language would be an advantage.
Additional Information:
This is a non-core post. This position will be in full compliance with the "Rules governing non-core staff".

The selected staff will participate in the UPU Provident Scheme and will be insured together with their recognized dependents against the risks of sickness and accidents.

This is a three years' contract which can be renewed if the services continue to be required in the future, the funds are available and/or the staff member's performance is satisfactory. However, this appointment does not automatically carry any expectancy of extension or renewal or of conversion to any other type of appointment.
