Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
Under the general supervision of the Director of Legal Affairs and in close coordination with the Directorate of Postal Operations for operational and technical aspects, the incumbent's functions shall comprise the provision of authoritative advice and guidance on possible amendments to the UPU Acts with a view to extending the scope of postal payment services to external entities (Wider Postal Sector Players) and establishing the Postal Payment Services Agreement as a permanent treaty.

1. Perform an in-depth analysis of the existing Acts of the Union and other relevant UPU governing body decisions.
2. Provide an in-depth assessment and research of existing regulations of other United Nations entities in cooperation with external entities.
3. Prepare and present to high-level management the proposed amendments to the UPU Acts for submission to member countries
4. Prepare proposals on the possibility to transform the Postal Payment Services Agreement into a permanent treaty.
QUALIFICATION AND SKILLS REQUIRED
Education:
First level university degree in law, preferably with a specialization in public international law. An advanced university degree (Master's degree or equivalent) in law would be an asset.
Experience:
Minimum seven years of relevant legal experience, of which preferably five years in an international legal environment.
Technical knowledge:
1. In-depth knowledge of public international law as well as other legal issues associated with the provision of financial services (including remittances services); Knowledge of information and communication technology and knowledge of postal payment services would be an asset.

2. Good knowledge of the framework on privileges and immunities as applied to intergovernmental organizations (with emphasis on the specialized agencies of the United Nations).
Skills and abilities / competencies:
1. Excellent conceptual thinking and analytical skills.
2. Excellent negotiation skills with a heightened sense of impartiality and objectivity
3. Ability to prepare and deliver complex and high level recommendations.
4. Good organizational skills, attention to detail and good planning abilities.
5. Strong interpersonal and team working skills.
6. Excellent communication skills with the ability to argue clearly and logically in written and oral form.
7. Strong ethical awareness.
8. Good knowledge of office software tools (including Word, Excel, PowerPoint and Outlook).
Language skills:
Proficiency in French or English and good working knowledge of the other language.

Working knowledge of other United Nations languages is an asset.
