Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
Under the direct supervision of the Coordinator, Regulatory and Sustainability Affairs, the incumbent shall lead all activities related to technical assistance in the field of digitalization of postal financial services and financial inclusion and manage all the activities under the Financial Inclusion Technical Assistance Facility (FITAF) and in particular
- Establish and manage a network of experts;
- Coordinate all UPU technical assistance activities in the field;
- Contribute to the development of the UPU knowledge base in the field of financial services and digitalization.

1. Establish, promote and manage a network of high-ranking experts who are professionally recognized worldwide
1.1. Identify high-ranking consultants with expertise in the deployment of digital financial services,
1.2. Train the consultants on complex, highly sensitive and high-level specificities of the postal sector and on postal financial institutions' business models,
1.3. Manage recruitment process for all consultants,
1.4. Coordinate and supervise work led by UPU consultants,
1.5. Evaluate performance of high calibre consultants after each assignment,
1.6. As needed, lead the preparation and organization of very specialized training activities for consultants, in cooperation with the UPU Financial Inclusion and Resource Mobilization Head of Programme.

2. Coordinate UPU technical assistance activities in the field of financial inclusion as FITAF Manager
2.1. Launch yearly call for projects to identify Posts that could be supported by the UPU Financial Inclusion Technical Assistance Facility (FITAF),
2.2. Coordinate the selection of projects to be supported by the UPU,
2.3. Manage the administrative process to launch all technical assistance activities in the field,
2.4. Supervise the deployment of technical assistance activities in the field by playing a quality control role and providing technical authoritative guidance and advice and intellectual leadership,
2.5. Play a mentoring role for beneficiary Posts and direct implementation and monitoring of technical assistance projects from project launch to closure,
2.6. Prepare lessons learnt documents for each project supported by the UPU FITAF and ensure these are included on the UPU body of knowledge on financial inclusion,
2.7. Represent the Director General in the steering committee of the UPU FITAF and contribute to reporting for donors, in cooperation with Financial Inclusion Head of Programme,
2.8. Set up and manage a monitoring and evaluation framework, in line with standard UPU practices.

3. Contribute to the development of the UPU knowledge base in the field of financial services and digitalization.
QUALIFICATION AND SKILLS REQUIRED
Education:
Advanced university degree (master's degree or equivalent) OR first level university degree (bachelor or equivalent) in economics, project management or business administration
Experience:
With an advanced university degree at least seven years' experience, with a first level university degree at least nine years' experience in project implementation and management, part of which should be in the field of financial services
Technical knowledge:
1. Proven expertise in the deployment of digital financial services (mobile money, card-based payment systems, etc.) with a financial institution, a fintech, a Post, or a mobile money operator
2. Excellent knowledge in terms of creation and management of agent network both for cash-in/cash-out and for payment acceptance
3. Sound knowledge of project management and evaluation methodologies
4. Knowledge of implementing complex consulting assignments in the field of financial services, preferably with an explicit financial inclusion mission
5. Very good knowledge of the environments and networks of international organizations (private and public). Working experience with organizations from the United Nations System would be an advantage
6. Familiarity with financial services offered by Posts would be an advantage

4. Very strong communication skills
5. Ability to work with and manage consultants
Language skills:
Proficiency in English or French is required. Knowledge of the other language would be an advantage.
Additional Information:
Annual salary:(Net of tax)
70,647 USD

Post adjustment: The percentage is to be considered as indicative since variations may occur each month either upwards or downwards without notice. As a reference, the post adjustment for the month of August 2017 is 85.90%

This is a non-core post. This position will be in full compliance with the "Rules governing non-core staff".

The selected staff will participate in the UPU Provident Scheme and will be insured together with their recognized dependents against the risks of sickness and accidents.

This is a three years' contract which can be renewed if the services continue to be required in the future, the funds are available and/or the staff member's performance is satisfactory. However, this appointment does not automatically carry any expectancy of extension or renewal or of conversion to any other type of appointment.
