Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
Under the supervision of the Supply-Chain Coordinator, the incumbent ensures the smooth running the programme's activities inter alia the use of new IT applications, the implementation of its strategy, its projects, provides advice, and is responsible for managing its resources. The incumbent also provides the Secretariat of the UPU bodies in the area covered by the programme.

1. Overall direction of the programme

a. Collaborate with the Coordinator to propose and shape the general direction of the programme,
b. Develop strategy and proposals to rationalize and keep up to date the customs and transport activities and set priorities.

2. Operational management of the programme

2.1. Manage the implementation and ensure proper functioning of the programme's activities
a. Develop, lead annual action plans covering following domains:
- The relationship with the related stakeholders - International Airport Transport Association (IATA), International Civil Aviation Organization (ICAO),World Customs Organization (WCO) - and review the ongoing work in order to implement related Memorandums of Understanding,
- The development of transport courses within the framework of the UPU TrainPost system and their updates,
- The development and implementation of a coordinated approach among the UPU, IATA and WCO on electronic exchange of information and promote electronic messaging standards between airlines and designated operators that include the new concepts of Postal Air WayBill (PAWB) and the product code MAL,
- The development and maintenance of standards for UPU–Airlines electronic data interchange (EDI) messaging among designated operators and Airlines,
- The arrangements to ensure that the UPU Customs and Transport Groups function effectively and support the Chairs of the Transport and Customs Groups to deliver the Groups’ work plans in line with their terms of reference
- The modernization of the programme’s publications (particularly on transport matters), the validation of their content and their dissemination
- The collaboration with Postal Security Group in developing the UPU security standards in line with WCO SAFE Framework of Standards,
- Development and maintenance of the transport section of the UPU Website,
b. Organize and conduct workshops on transport and related in the different regions of the worlds.
c. Report to the coordinator and director on the progress of the work.

2.2. Supervise the programme's key projects
a. Coordinate the progress and implementation of the programme's key projects,
b. Set priorities and, if necessary, impose corrective measures,
c. Evaluate and approve the progress of work projects.

2.3. Provide technical expertise and recommendations on customs and particularly on transport issues
a. Review, analyse, provide input, make recommendations, find solutions on sensitive and complex topics, such as :
- IB circulars and new and emerging international regulations, their impact on the UPU procedures and customs clearance of postal items and ensure that relevant UPU Groups are kept informed of developments,
- The development of transport strategy and practice in the ICAO, IATA and other international bodies,
- Transit–related issues covering all modes of transport and suggest solutions to the problems,
- The Draft Framework agreement serving as a model contract between an airline and a designated operator within the framework of the IATA-UPU Contact Committee,
- Dangerous goods and other relevant security-related matters, in cooperation with the Postal Security Group (PSG),
- Standardised operating procedure for Rail transport of mail in association with all the relevant stakeholders like WCO, other international rail organisations etc.,
- The International Mail Processing codes (IMPC) and the S47 receptacle labels standard in collaboration with the Standards and Certification Programme.
b. Provide technical support and guidance to team members,
c. Respond to designated operators' and member countries' requests for information, advice and recommendations on matters related to customs and transport.
d. Represent the UPU’s position in international meetings within the frame of authority given by the supervisors.

2.5. Manage the programme's resources
a. Budget:
- Draw up and manage the programme's budget
- Supervise the allocation of funds and propose corrective measures, if necessary
b. Team leadership:
- Define and allocate the programme's annual objectives, ensuring synergies between staff
- Evaluate the team's performance and work in conjunction with the Coordinator to ensure its development.

3. Secretariat duties (working groups, committees, commissions of the UPU's bodies Congress, POC, CA)
a. Act as Assistant Secretary or Secretary of the relevant UPU bodies dealing with customs and transport:
b. Prepare information materials, organize meetings, draft agendas and meeting reports, ensure dissemination of the information,
c. Provide advice to the Chairs of the programme's supervisory bodies.

QUALIFICATION AND SKILLS REQUIRED
Education:
Advanced university degree (Master or equivalent) or first level university degree (Bachelor or equivalent) in business administration, or logistics or supply-chain or engineering
Experience:
When advanced university degree, at least 7 years of experience, when first-level university degree, at least 9 years in transport or/and customs or/and supply-chain management in the international postal field acquired in the national postal sector or in an international organization.
Technical knowledge:
- Extensive knowledge of the international transport, supply-chain business.
- Extensive knowledge of the customs rules and regulations
- Familiarity with the working of the UPU bodies, resulting from participation in the meetings of these bodies
- Project management and reporting skills
- Good understanding of EDI messages used in supply-chain
- Practical knowledge of computer office tools
Skills and abilities / competencies:
- Excellent interpersonal skills, including the ability to maintain harmonious working relations with staff at all levels in a multicultural environment
- Planning & organizing: show skills in setting priorities and allocating appropriate resources
- Excellent communication skills, including the ability to explain product issues and analysis clearly and effectively
- Ability to set ambitious objectives and obtain results
- Readiness for self-development: keep abreast of information on news trends regarding transport, customs and supply-chain
- Readiness for international travel
Language skills:
French is the official language of the UPU. English and French are the working languages of the UPU International Bureau. For this post, proficiency in English or French is required. Knowledge of the other language would be an advantage. Training will be mandatory in order to acquire the required level of the second language in a reasonable time frame.

Annual salary:(Net of tax)
70,647 USD

Post adjustment: The percentage is to be considered as indicative since variations may occur each month either upwards or downwards without notice.
