Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
- To assist in the implementation of UPU Strategy on all Customs matters,
- To strengthen postal supply chain component through the increased use of IT,
- To assist on the transversal projects concerning postal supply chain Customs, Security and Transport like the EAD Project, related QSF projects, etc.
- To perform the secretariat role for the for Customs Groups meetings

1. Implement UPU strategy on customs matters: under the supervision of the Programme Manager and within the frame of authority given by the supervisors
- Manage arrangements to ensure that the UPU Customs Group function effectively and support the Chair of the Group to deliver the Groups' work plans in line with their terms of reference;
- Manage the relationship with the related stakeholders - World Customs Organization (WCO) and review the ongoing work in order to implement related Memoranda of Understanding;
- Develop/update Customs courses within the framework of the UPU Trainpost system
- Conduct joint WCO-UPU workshops in different regions of the world;
- Manage and monitor long-term projects relating to Customs matters
- Review the IB circulars regarding customs matters before they are published.

2. Provide on-going expertise, analysis and make recommendations on customs issues
- Review new and emerging international customs regulations and analyse their impact on the UPU customs procedures and customs clearance of postal items, ensure that relevant UPU Groups are kept informed of developments;
- Provide expert input on development of guidelines on the Exchange of Advance Electronic Data (EAD) between Post and Customs; and ensure its implementation
- Propose continuous actions to the Customs Group for measuring and improving compliance with the UPU Customs declarations CN 22 and CN 23;
- Provide input for and follow up the development of customs strategy and practice in the WCO, European Union and other international bodies;
- Collaborate with Postal Security Group in developing the UPU security standards in line with WCO SAFE Framework of Standards;
- Collect and analyse customs related data and suggest solutions to the problems;
- Maintain framework agreement serving as a model contract between Post and Customs within the framework of the WCO-UPU Contact Committee;
- Study and follow developments on dangerous goods and other relevant security-related matters concerning transportation, in cooperation with the Postal Security Group (PSG);
- Provide expertise on any specific transport related tasks given

3. Strengthen postal supply chain components through the use of new IT-applications
- Develop and implement a coordinated approach among the UPU, IATA and WCO on electronic exchange of information and promote electronic messaging standards within the frame of authority given by the supervisors ;
- Contribute in development and maintenance of standards for UPU-Customs electronic data interchange (EDI) messaging among designated operators and between designated operators and Customs authorities;
- Develop and maintain the UPU's publications on customs matters in the electronic format and develop/maintain new electronic database on the UPU website;
- Develop and maintain Customs sections on the UPU web site;
- Examine the work regarding the ITMATT, CUSITM, CUSRSP and other Customs related standard in collaboration with the Standards and Certification programme.

4. Provide on-going expertise, analysis and make recommendations on transversal projects:
- Assist in the implementation of the transversal projects especially those concerning Customs, Transport and Security like the EAD, Project, related QSF projects etc. by providing on-going expertise, analysis and recommendations
- Follow-up with the participating DOs, consultants, other organisations like WCO, IATA and within IB - PTC, DCDEV, DREM, DAJ and others.

5. Perform the secretariat role for the Customs Groups meetings
- Organize and provide secretariat support to Customs Group meetings and to UPU-WCO Contact Committees
- Provide support and technical guidance on customs matters
- Ensure follow up of decisions and recommendations taken by the above mentioned Group and the Committee;
- Organize joined WCO-UPU pilots with WCO to reduce the instances of counterfeit and pirated items sent through the postal network

QUALIFICATION AND SKILLS REQUIRED
Education:
First level university degree (or equivalent qualifications) in one of the following areas: supply-chain, logistics, public administration, management or related fields
Experience:
At least five years of proven experience in the national postal or courrier service having expertise both in domestic and international postal supply chain
Technical knowledge:
- Extensive knowledge of the postal business issues related to customs and transport including regulatory, operational and pricing and remuneration issues.
- Solid knowledge of customs and transport world
- Good understanding of UPU EDI messages and PTC tools like IPS, IPS.Post, QCS etc.
- Experience of transversal project management
- Familiarity with the UPU Rules and Regulations
- Writing skills
- Office tools

Language skills:
French is the official language of the UPU. English and French are the working languages of the UPU International Bureau. For this post, proficiency in English or French is required. Knowledge of the other language would be an advantage. Training will be mandatory in order to acquire the required level of the second language in a reasonable time frame.

Annual salary:(Net of tax)
58,583 USD


Post adjustment: The percentage is to be considered as indicative since variations may occur each month either upwards or downwards without notice. As a reference, the post adjustment for the month of April 2017 is 81.1%.

The conditions of service are governed by the Staff Regulations and Rules of the International Bureau of the Universal Postal Union.
