Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
Under the supervision and guidance of the Director of Executive Office, the incumbent will lead, manage and direct the Communication Programme, covering internal and external communications, including public relations. The incumbent will develop, formulate and implement communication plans and strategies aimed at promoting the UPU and the IB. Moreover, he/she will supervise a team of communication experts and attend in his/her capacity meetings at international, regional and national level.

1. External communication
1.1. General communication strategy
- Identify, propose, implement, monitor and evaluate core strategies, policies and activities in the area of communications.
- Provide technical expertise advice to the General Management and staff at all levels on external and event-specific communications.

1.2. Production of publications
- Decide on the choice and focus of publications; develop key messages and content; and supervise the preparation of the UPU's quarterly magazine, the biennial report, information brochures and other publications, as required.
- Contribute as required to the production of publications by conducting research and interviews; assigning, drafting, revising and translating articles; liaising with service providers; negotiating contracts; participating in the graphic design; monitoring the distribution; seeking advertisers; and negotiating advertising rates.
- Advise internal and external customers wishing to publish articles.
-  Validate publications and documents before they are published.
- Work to build and manage the database of archive information (photos, articles or similar).

1.3. Press relations/spokespersonship
- Communicate the Union's mandate, goals and objectives as well as projects and other activities to targeted audiences aimed at enhancing the UPU's visibility and image
- Develop and strengthen relations with the press and with the UN Public Information Department in New York and Geneva.
- Handle complex or sensitive files and act as spokesperson, preparing key messages and statements of the organization's position, briefing journalists, negotiating interviews, giving interviews for online and printed publications, and ensuring that errors are corrected.
- Draft press releases and other information documents for the media.
- Organize conferences and press briefings.
- Brief and train spokesmen called on to give interviews on behalf of the UPU.
- Analyze media coverage of the UPU and the postal sector, and evaluate the success of media campaigns.
- Supervise the preparation of press clippings.
- Develop or supervise the development of the tools needed to improve communication with the press.

1.4. Website
- Supervise the communications strategy for the UPU website.
- Control the dissemination of relevant information to target audiences and the general public.
- As required, draft and revise texts for the website.

1.5. Events
- Develop or supervise the development of communication strategies for World Post Day, the UNESCO-UPU international letter-writing competition for young people, and for other events involving the participation of the UPU (POST-EXPO, strategy conference, Universal Postal Congress, etc.).
- Supervise and collaborate on the design and dissemination of material needed to support the above events (circular letters, message from the Director General, design and dissemination of World Post Day posters, etc.).
- Supervise and assist with the organization of specific events to mark important occasions (anniversaries, launch of official stamp, visits by dignitaries, etc.).
- Supervise the management of a database of member countries' World Post Day and letter-writing competition contact persons.
- Supervise the programme of visits to the UPU International Bureau (presentation of the UPU and guided tours of the premises).
- Coordinate requests for information received via info@upu.int, and see that they are properly followed up.

1.6. Visual Identity
- Establish the basis of the organization's visual identity in order to project a modern and consistent image in all communication formats.
- Coordinate the development of a graphic charter for the visual identity and ensure that it is consistently applied.
- Monitor requests to use the UPU emblem and logotype.
- Supervise the UPU souvenirs programme (selection and ordering of items for sale and control of visual identity).

2. Implement an internal communication plan
- Develop and implement an internal communications strategy in cooperation with the various Directorates
- Develop the tools or activities needed to ensure effective internal communication (newsletters, intranet, staff meetings, etc.).

3. Manage the programme's resources:
3.1. Team management
- Create an empowering and motivating working environment .
- Ensure the effective use of resources
- Promote innovation to team members.
- Provide advice, guidance or instructions, particularly on complex or sensitive topics.

3.2. Budget
Oversee budget preparation, definition of needs and use of available resources.
QUALIFICATION AND SKILLS REQUIRED
Education:
University degree (bachelor's or equivalent or master's or equivalent) in journalism, communication, public relations or a related field
Experience:
Seven years' experience with a master's degree or nine years' experience with a bachelor's degree, in the field of internal or external communications, events communications or institutional communications in an international environment.
Technical knowledge:
- Very good knowledge of communication policy, planning and tools (internal and external communications, media relations, Web communication, events promotion, publication production, etc.).
- Excellent English or French writing skills and good oral presentation skills.
- Good knowledge of budget management.
- Knowledge of protocol.
- Work experience in a modern computerized environment, with knowledge of presentation and desktop publishing applications.
Skills and abilities / competencies:
- Analytical skills and strategic thinking.
- Professionalism, diplomacy, flexibility, and ability to listen.
- Ability to work under pressure and within tight deadlines.
- Ability to develop and maintain professional relationships with key stakeholders, including senior management and individuals external to the organization.
- Ability to keep abreast of new communication techniques and tools from around the world.
Language skills:
French is the official language of the UPU. English and French are the working languages of the UPU International Bureau. For this post, proficiency in English or French is required. Knowledge of the other language would be an advantage. Training will be mandatory in order to acquire the required level of the second language in a reasonable time frame.

70,647 USD

Post adjustment: The percentage is to be considered as indicative since variations may occur each month either upwards or downwards without notice. As a reference, the post adjustment for the month of May 2017 is 81.1%.
