Organizational Context:
Please note that this is a locally-recruited position, restricted to Swiss nationals and/or legal residents of Switzerland.

With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
Participate in accounting activities and provide administrative support to the Quality of Service Fund Finance Unit.

1. Accounting:
- Prepare and record accounting vouchers (inpayments and outpayments, investments, other).
- Prepare project-specific accounting vouchers, as necessary (fund blockages, reserves, advances, project closures).
- Participate in account closure activities (monthly, quarterly, annual): preparation and input of accounting vouchers, checking of accounts and corrections, specific tables, account closure documents.
- Fill in for the person responsible for routine activities, for work related to project-specific accounting vouchers and monthly closure activities.

2. Cash management:
- Record all suppliers in the software, liaise with the person responsible for contacting suppliers, and prepare all related invoices.
- Make payments through online banking and liaise with the bank for any payment issues, in particular for countries under sanction by the bank.
- Maintain monitoring list of all QSF outpayments, by quarter, for both suppliers and project-related expenses.
- Manage QSF Finance cash (short-term investments) in coordination with the IB Treasurer and in line with instructions from the incumbent's superiors.

3. Reporting and documentation:
- Prepare and follow up on documents for the various meetings (Board of Trustees, Finance and Investment Committee, POC, CA, Congress) and, as necessary, participate in updating the Financial Management Manual and the QSF Operating Procedure.
- Liaise with the various services (for translation, formatting, publication).
- Prepare individual statements for beneficiary countries at the end of each quarter.
- Prepare requests for reimbursement of withholding tax and stamp duty, and follow up on reimbursements with the federal administration.
- Prepare documentation to be made available to auditors.

4. QSF contacts and correspondence:
- Keep the QSF Finance list of contacts updated and ensure that confidentiality is maintained for information sent by QSF Finance.
- Manage the QSF Finance shared mailbox, file and archive e-mails, and ensure they are traceable.

5. Archiving:
- Coordinate work to ensure that all QSF Finance documents are archived in compliance with the rules in place.
- Make recommendations to optimize archiving practices.

6. Miscellaneous (support for extrabudgetary accounting unit):
a. Participate, on request and in a support capacity, in the analysis, monitoring and audit of the various extrabudgetary accounts:
- Prepare tables and vouchers for account closures.
- Reconcile payments on account and monitor debtors and creditors.
QUALIFICATION AND SKILLS REQUIRED
Education:
Secondary school education or professional training in general accounting or business management.
Experience:
Four years’ practical experience in the area of accounting
Technical knowledge:
- Very good knowledge of accounting
- Very good knowledge of accounting software (Sun, Navision, other)
- Very good knowledge of office software tools (Word, Excel, Outlook)
- Basic knowledge of IPSAS

Skills and abilities / competencies:
- Attention to detail and efficient
- Head for figures
- Ability to manage priorities and work autonomously
- Team player
Language skills:
French is the official language of the UPU. English and French are the working languages of the UPU International Bureau. For this post, proficiency in English or French is required. Knowledge of the other language would be an advantage. Training will be mandatory in order to acquire the required level of the second language in a reasonable time frame.
