Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
Manage technical tasks associated with the implementation of sustainable development-related activities including climate adaptation in the framework of the UPU Disaster Risk Management activities (DRM) and climate mitigation activities as the UPU carbon and calculation reporting online tool (OSCAR) and, as delegated, act as an internal and external focal point; organize, lead and/or participate in various workshops and working groups on topics linked to sustainable development including Disaster risk management (DRM) and environmental activities, and represent the UPU within the frame of authority given by the supervisors.

1.1. Within the International Bureau (IB):
a. Give support to the Disaster Risk Management (DRM) activities and its expert including climate adaptation projects and policies, especially in the context of UPU technical assistance on Disaster Risk Management (DRM)
b. Prepare the IB's carbon footprint assessment (gather information, perform and analyze calculations, write reports and commentaries, disseminate information internally and externally).
1.2 With designated operators of member countries and regions:
a. Provide sustainability-related support to the expert in charge of the activities and of the Task Force for the Disaster Risk Management (DRM) ; contribute to the organization of workshops, training and national projects on DRM including climate aspects in close cooperation with the DRM expert.
b. Contribute to and propose climate adaptation actions to UPU member countries
c. As the OSCAR Manager, and in liaison with the technical provider of OSCAR, manage each stage of the annual carbon footprint calculation and reporting for designated operators of member countries done with OSCAR and provide the necessary assistance or proposals to designated postal operators in the field of carbon footprint reduction
d. Monitor, identify and disseminate best practices in climate change adaptation, mitigation and DRM
e. Monitor the technical implementation of cooperation agreements with the restricted unions.
f. Oversee technical implementation of activities or studies carried out in line with decisions by UPU bodies on sustainable development
g. As delegated, organize and lead meetings/seminars or workshops
1.3 With external partners:
a. Manage the technical implementation of agreements and partnerships with UN-system organizations and any other institutional partners on climate-related issues including climate change adaptation.
b. Provide technical expertise to partners within the framework of joint projects.
c. As delegated, participate in meetings or workshops organized by partners, particularly at UN level.

2. Documentation, information and communication:
a. Serve as a focal point for environment and sustainable development questions within the IB and with external partners such as the environment experts of other UN agencies, member countries, restricted unions (collect requests, according to level of sensitivity, and reply or prepare replies for the Coordinator's approval).
b. Manage documentation relating to sustainable development: drafting/checking of information, publications, dissemination through the different communication channels used (website, intranet, brochures, press releases, etc.).
c. Propose and monitor communication campaigns undertaken by the UPU on sustainable development
d. Prepare responses and write notes for IB managers or programmes on environmental issues.
QUALIFICATION AND SKILLS REQUIRED
Education:
First level University degree (bachelor) in environmental science and sustainable development, natural resources management or related field.
Experience:
Minimum 5 years' experience in environment sciences or sustainable development, and proven experience in carbon management
Technical knowledge:
- Very good technical knowledge of conducting carbon inventories (tools and methodology).
- Good knowledge in climate change adaptation including Disaster Risk Management (DRM)
- Good knowledge of project management techniques.
- Good command of presentation and communication techniques (written and spoken).
- Good command of office software tools and databases.
- Experience in the postal sector, in logistics or related sectors would be an asset
Skills and abilities / competencies:
- Ability to work independently and as part of a team.
- Sense of organization and ability to plan work.
- Adaptability and flexibility.
- Ability to work in a multi-cultural environment; ethical awareness.
- Flair for communication (ability to teach and motivate people on these issues).
- Commitment to results and cost awareness.

Language skills:
French is the official language of the UPU. English and French are the working languages of the UPU International Bureau. For this post, proficiency in English or French is required. Knowledge of the other language would be an advantage. Training will be mandatory in order to acquire the required level of the second language in a reasonable time frame.

Knowledge of other UN language is an asset.
Additional Information:
Annual salary:(Net of tax)
58,583 USD

Post adjustment: The percentage is to be considered as indicative since variations may occur each month either upwards or downwards without notice. As a reference, the post adjustment for the month of April 2017 is 81.1%.

This is a non-core post. This position will be in full compliance with the "Rules governing non-core staff".

The selected staff will participate in the UPU Provident Scheme and will be insured together with their recognized dependents against the risks of sickness and accidents.

This is a two years' contract which can be renewed if the services continue to be required in the future, the funds are available and/or the staff member's performance is satisfactory. However, this appointment does not automatically carry any expectancy of extension or renewal or of conversion to any other type of appointment.
