Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
Under the supervision and guidance of the Director, the incumbent will be responsible for the implementation of activities related to development and cooperation in the postal sector in the Latin America and Caribbean Region and for the Postal Reform.

1. Strategic functions
- Develops, formulates, implements and monitors policies, guidelines, procedures in the areas of development and cooperation;
- Carries out in-depth analyses of the status of postal services in the countries of the region;
- Designs, develops and formulates regional development plans (RDP) for the UPU's four-year programming cycle;
- Examines interregional project proposals including concerning the objectives and financial resources to be allocated;
- Fosters financing partnerships with the restricted unions and designated postal operators within the framework of the RDP and makes proposals for the allocation of Voluntary Fund or other resources available for the region;
- Facilitates external mobilization resources in favour of the Region through the development of new partnerships with donors;
- Analyzes the financial implications of actions proposed for the region, prepares and justifies budget forecasts;
- Signs financial commitments for planned activities.

a. Postal Reform
- Coordinates and formulates strategies in order to harmonize action plans for Integrated Postal Development Plan (IPDP);
- Analyses trends in the postal sector to link them to the activities of the postal reform;
- Analyses and assesses implementation, adjusts if necessary and communicates to concerned stakeholders.

2. Operational functions
- Oversees the development, formulation and implementation of RDP projects involving other International Bureau Directorates;
- Oversees the implementation of projects;
- Drafts documents for regional and national projects;
- Leads and coordinates the implementation of projects with the regional expert and regional project coordinators;
- Leads and coordinates any administrative actions related to the implementation of projects; including all matters related to the recruitment of consultants, procurement and training;
- Address member countries' questions and provide technical expertise advice to member countries.

3. UPU Governing Bodies
- Contribute to the work of the Union's bodies.

4. Resources Management
a. Management of the Programme
- Leads and manages the Programme ensuring coordination and oversight of the work programmes, promoting an environment of professional inquisitiveness, anticipating new challenges, seeking solutions and evaluating their effectiveness, demonstrating a commitment of excellence;
- Initiates the development and implementation of the Programme's work plan, including forecasts, priorities and anticipated requirements in terms of human and financial resources;
- Achieves annual service targets and ensures the Programme performs within budget obtaining efficiency gains;
- Ensures that all policies, processes and procedures, workflows and systems in place are relevant and cost effective.

b. Human Resources
- Leads, motivates and guides staff. Establishes their work plans and performance objectives, provides regular feedback on their performance, recognizes good performance and addresses unsatisfactory performance issues.

c. Financial Resources
- Directs and supervises budget preparation, implementation, management and reporting for his Programme;
- Establishes measures to monitor resources.

5. External Relations
- Advise designated postal operators and other external partners on cooperation matters;
- Represents the Union in inter-agency, international, regional and national meetings, providing technical expertise advice and guidance in the areas under his responsibility;
QUALIFICATION AND SKILLS REQUIRED
Education:
First-level university degree (bachelor or equivalent) or advanced university degree (master or equivalent) in economics, international relations, international finance, corporate management or a related field.
Experience:
With advanced university degree: at least 10 years of experience in one or more of the areas covering the position, at a managerial level in the services sector, with a designated postal operator, postal organization and/or an intergovernmental organization;
or
With a first-level university degree: at least 12 years of experience in one or more of the areas covering the position, at a managerial level in the services sector, with a designated postal operator, postal organization and/or an intergovernmental organization.
Technical knowledge:
- Knowledge of the areas covering the position, including project management.
- Knowledge of the region in terms of economic development and socio-political environment.
- Knowledge of finance, accounting and management control.
Skills and abilities / competencies:
- Ability to work in an international environment with staff of different cultural, educational and religious background.
- Ability of strategic vision.
- Ability to promote partnerships across the Organization and beyond.
- Ability to promote innovation.
- Excellent judgement and decision-making abilities.
- High sense of political sensitivity, impartiality and integrity.
- Excellent communication skills.
Language skills:
- French is the official language of the UPU. English and French are the working languages of the UPU International Bureau. For this post, proficiency in English or French is required. Knowledge of the other language would be an advantage. Training will be mandatory in order to acquire the required level of the second language in a reasonable time frame.

- Proficiency in Spanish.
Additional Information:
Annual salary:(Net of tax)
USD 84,721.00

Post adjustment: The percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation. As a reference, the post adjustment for the month of January 2017 is 76.5%.
