Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
Under the general authority of the Director General, the incumbent will
- Lead the design, development, formulation, implementation, monitoring and evaluation of strategies covering the programmes under his responsibility;
- Lead and coordinate projects and activities in the area of Regulatory Affairs, Markets Development and Trade Facilitation, Financial Inclusion and Sustainable Development, Remuneration as well as Electronic Postal Services and .post;
- Lead and coordinate the preparation and organization of Council of Administration (CA), the Consultative Committee, and the work of the Postal Operation Council (POC) related to the areas of his responsibility;
- Has the overall responsibility for the Directorate’s activities as well as budgetary and human resources-related issues.

1. Strategic functions
- Leads, in collaboration with the Executive Office, the design, development, formulation, implementation, monitoring and evaluation of strategies covering the programmes of his Directorate;
- Provides strategic and technical authoritative advice and guidance to the Director General on areas under his responsibility.

2. Operational functions
- Leads and guides the design, development, formulation, implementation, monitoring and evaluation of projects in all aforementioned areas;
- Leads and guides the preparation of major documents on the above-mentioned areas to be used in a variety of forums, councils, commissions, UPU publications;

a. Universal Service Obligation (USO) and Regulatory Affairs
- Leads and coordinates the conduct of studies relating to USO and postal regulatory issues;
- Provides support and guidance to his staff in the preparation of recommendations for the Director General and the Union's bodies;
- Attends on behalf of the Director General regulatory forums in order to share best practice experiences.

b. Markets Development and Trade Facilitation
- Directs studies to assess member countries and other stakeholders requirements on direct mails marketing and trade facilitation in the postal industry as well as the UPU’s role in their developments;
- Leads and coordinates the identification of partners and projects in the area of trade facilitation and defines the role for the UPU and its external stakeholders.

c. Direct Marketing
- Oversees the secretarial work provided to the Direct Marketing Advisory Board (DMAB).

d. Financial Inclusion and Sustainable Development
- Oversees the coordination of the implementation and the promotion of projects regarding financial inclusion and sustainable development;
- Plans and manages negotiations with strategic partners of the UPU for the project development and implementation of innovations in the area of sustainable development;
- Mobilizes financial resources for technical cooperation and negotiates with donor governments' terms for the provision of development funds;
- Coordinates and leads donor meetings for the programmes in the area of sustainable development.

e. Remuneration
- Has the oversight of the design, development and implementation of remuneration systems;
- Oversees the conduct of studies on remuneration systems and its recommendations as a result of the analysis.

f. Electronic Postal Services and .post
- Leads and coordinates research and analysis of the trends in ICT developments and applications in electronic postal services and e-commerce;
- Provides authoritative technical advice and guidance to the Director General, POC and CA on issues related to ICT developments, e-commerce and the Information Society;
- Leads and coordinates capacity building projects in developing and least developed countries on aforementioned areas.

3. UPU Governing bodies
- Provides technical expertise advice to the General Management related to the preparation and organization of the CA, POC and other Committees.

a. Council of Administration (CA)
- Under the guidance of the Secretary General of the Union’s bodies, directs and supervises all technical aspects of the work of the Secretariat of the CA and its Management Committee;
- Provides technical expertise, at the highest level, to the Chairperson of the CA and the Secretary General arising before, during and after the Council sessions;
- Leads and coordinates the technical preparation and organization of the CA and its Management Committee related to areas of his responsibility;
- Ensures that meetings are properly organized from the technical aspect, the technical documents well prepared and distributed in advance of the meetings, and that technical reports and technical decisions of the bodies concerned are accurate and appropriately distributed;
- Leads and coordinates the preparation of the reports of meetings of the CA;
- Provides technical advice to the Council on matters under his responsibility.

b. Postal Operation Council (POC)
- Directs and advises the Committees covering all technical aspects of his responsibility;
- Provides technical support to the Council on matters under his responsibility;
- Reports to the International Secretarial Steering Committee (ISSC) on all technical aspects;
- Participates in the ISSC and implements instructions and decisions made by the Secretary General;
- Directs and oversees the technical work of the POC committees dedicated to activities located in his Directorate;
- Coordinates the administrative processes related to the modification of the UPU Convention and Regulations (Letter Post, Parcels, and Postal Payment Services).

c. Congress
- Participates in the planning, preparation and organization of Congress in the areas of his responsibility;
- Acts as Secretary to the Committees and Plenary, as requested by the Director General.

4. Resources Management
a. Management of the Directorate
- Leads and manages the Directorate ensuring coordination and oversight of the work programmes, promoting an environment of professional inquisitiveness, anticipating new challenges, seeking solutions and evaluating their effectiveness, demonstrating to the Director General, member countries and other stakeholders a commitment of excellence;
- Recommends the appropriate organizational structure of the Directorate, assigning staff and financial resources based on priorities and workload;
- Initiates the development and implementation of the Directorate’s work plan, including forecasts, priorities and anticipated requirements in terms of human and financial resources;
- Achieves annual service targets and ensures the Directorate performs within budget obtaining efficiency gains;
- Ensures that all policies, processes and procedures, workflows and systems in place are relevant and cost effective;
- Establishes a culture of continuous improvement in the Directorate.

b. Human Resources
- Leads, motivates and guides a multidisciplinary and multicultural team. Establishes their work plans and performance objectives, provides regular feedback on their performance, recognizes good performance and addresses unsatisfactory performance issues;
- Fosters integration and teamwork.

c. Financial Resources
- Directs and supervises budget preparation, implementation, management and reporting;
- Establishes measures to monitor resources.

5. External Relations
- Liaisons with partners and stakeholders on all areas under his responsibility;
- Represents the Union in inter-agency, international, regional and national meetings providing authoritative advice.
QUALIFICATION AND SKILLS REQUIRED
Education:
Advanced university degree (Master or equivalent) in economics, public administration or a related field.
Experience:
Over 10 years of professional experience in the areas covering this position, including at least five years at senior level.
Technical knowledge:
- Knowledge of the areas covering this position.
- Very good knowledge of the postal sector, its challenges and opportunities.
- Knowledge of project management.

- Ability to work in an international environment with staff of different cultural, educational and religious background.
- Excellent judgement and decision-making abilities.
- Ability to develop and implement a strategic vision.
- Ability to drive change.

Language skills:
French is the official language of the UPU. English and French are the working languages of the UPU International Bureau. For this post, proficiency in English or French is required. Knowledge of the other language would be an advantage. Training will be mandatory in order to acquire the required level of the second language in a reasonable time frame.
Additional Information:
Annual salary:(Net of tax)
USD 107,150.00

Post adjustment: The percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation. As a reference, the post adjustment for the month of January 2017 is 76.5%.
