Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
Under the general authority of the Director General, the incumbent will plan, organize, direct and oversee the management of activities undertaken by the Directorate whose role is to provide services in the area of logistics, philately and international reply coupons and language services.

The incumbent has the overall responsibility of the Directorate’s activities as well as budgetary and human resources-related issues.

1. Language Services
- Plans, organizes, directs and controls all activities related to translation, interpretation and editing services;
- Promotes the sharing of the best practice across the translation, editorial and interpretation area.

2. Documentation and printing services
- Manages and oversees all operations related to documentation and printing of publications of the International Bureau and archives;
- Has the responsibility for guiding and supervising the work related to the library;
- Coordinates the management of the reception.

3. Conference Management
- Oversees the planification, preparation and management of administrative and logistical activities related to the UPU’s conferences, seminars, workshops, including interpretation services;
- Oversees the development, formulation, implementation and monitoring of policies and guidelines on all matters pertaining to conference logistics seeking continuous innovation to improve technology development and cost efficiencies;
- Negotiates with counterparts in countries hosting UPU conferences, including Congress, on technical details of logistical arrangements.

4. Building Management
- Oversees ongoing facilities management of the building of the International Bureau (maintenance, design and construction, space allocation and management, inventory of fixed and movable assets, rental of premises and exhibition areas, relations with the cafeteria);
- Oversees the analysis of available office space;
- Provides recommendations on office relocations and expansions;
- Evaluates and negotiates lease conditions for the building of the International Bureau;
- Coordinates tasks performed by multiple internal and external service providers, including security providers, architects, engineers, furniture providers.

5. Philately and international reply coupons
- Formulates the appropriate framework and guidelines for projects and ensures their implementation;
- Leads and coordinates the promotion of philatelic activities in the framework of the Istanbul Postal Strategy;
- Promotes partnership with the members of the World Association for the Development of Philately (WADP).

6. Resources Management
a. Management of the Directorate
- Leads and manages the Directorate ensuring coordination and oversight of the work programmes, promoting an environment of professional inquisitiveness, anticipating new challenges, seeking solutions and evaluating their effectiveness, demonstrating to the Director General, member countries and other stakeholders a commitment of excellence;
- Recommends the appropriate organizational structure of the Directorate, assigning staff and financial resources based on priorities and workload;
- Initiates the development and implementation of the Directorate’s work plan, including forecasts, priorities and anticipated requirements in terms of human and financial resources;
- Achieves annual service targets and ensures the Directorate performs within budget obtaining efficiency gains;
- Ensures that all policies, processes and procedures, workflows and systems in place are relevant and cost effective;
- Establishes a culture of continuous improvement in the Directorate.

b. Human Resources
- Leads, motivates and guides a multidisciplinary and multicultural team. Establishes their work plans and performance objectives, provides regular feedback on their performance, recognizes good performance and addresses unsatisfactory performance issues;
- Fosters integration and teamwork.

c. Financial Resources
- Directs and supervises budget preparation, implementation, management and reporting.
- Establishes measures to monitor resources.

7. Internal Relations
- Serves as a member of relevant Committees, as required.

8. External Relations
- Represents the Union at inter-agency, international and national meetings, providing the recognized authoritative advice.
QUALIFICATION AND SKILLS REQUIRED
Education:
Advanced University degree (Master's degree or equivalent) in business administration, public administration, facility management or a related field.
Experience:
Over 10 years of professional experience in one or more areas covering this position, including at least five years at senior level in an organization of similar complexity.
Technical knowledge:
- Knowledge of the areas covering the position; e.g. language services, facility management, budget management, document production and international conferences management.
- Knowledge of philately and international reply coupons.
Skills and abilities / competencies:
- Ability to work in an international environment with staff of different cultural, educational and religious background.
- Strong managerial skills, conflict resolution and leadership skills.
- Ability to foster integration and teamwork.

Language skills:
French is the official language of the UPU. English and French are the working languages of the UPU International Bureau. For this post, proficiency in English or French is required. Knowledge of the other language would be an advantage. Training will be mandatory in order to acquire the required level of the second language in a reasonable time frame.
Additional Information:
Annual salary:(Net of tax)
USD 96,865.00

Post adjustment: The percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation. As a reference, the post adjustment for the month of January 2017 is 76.5%.
