Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
Under the general authority of the Director General, the incumbent will
- Lead the design, development, formulation, implementation, monitoring and evaluation of strategies in the area of development and cooperation of the postal sector for the different regions;
- Identify new challenges and opportunities for the postal sector in member countries and recommend actions to be taken in response;
- Coordinate the work in the area of Quality of Service Fund (QSF) projects in liaison with technical directorates;
- Lead and coordinate training activities for capacity building in the UPU member countries;
- Oversee the coordination of the implementation of emergency actions, in collaboration with the national authorities and other stakeholders, in case of natural or man-made disasters;
-The incumbent has the overall responsibility of the Directorate’s activities as well as budgetary and human resources-related issues.

1. Strategic functions
- Leads, in collaboration with the Executive Office, the design, development, formulation, implementation, monitoring and evaluation of strategies on development and cooperation of the postal sector;
- Provides strategic authoritative advice and guidance to the Director General on all areas under his responsibility, including on the implementation of the strategy in the areas of development and cooperation as well as business plan;
- Analyzes, evaluates and interprets the potential constraints of the postal sector in the different regions;
- Analyzes the socio-economic and political situation of the different regions before advising the Director General on the prioritization of the work programmes.

2. Operational functions
a. Development and cooperation
- Develops, formulates and implements the Directorate’s work programme indicated in the Istanbul Postal Strategy as well as in the priorities set for technical cooperation, in consultation with other relevant directorates;
- Promotes partnership and knowledge sharing among member countries and relevant development partners;
- Ensures that regional activities and initiatives are in synergy with the overall UPU’s strategic framework.

b. Quality of Service Fund (QSF) Projects
- Ensures the quality of support that the International Bureau brings to the QSF Board of Trustees;
- Provides guidance to the QSF team and supervises the implementation of projects for the four-year programming cycle.

c. Training activities
- Supervises the development of training programmes and the implementation of relevant activities which are delivered to employees working in the postal sector of the different regions;
- Negotiates with strategic partners on the development and implementation framework.

d. Disaster Risk Management and Emergency Aid
- Leads and coordinates the implementation, monitoring and evaluation of programmes aimed at equipping the postal sector to deal with emergencies and improve postal services during and after natural and man-made disasters;
- Develops policies, guidelines and procedures to ensure effective and efficient implementation of the concerned programmes.

3. UPU Governing bodies
- Serves as Secretary of relevant Committtees, as required;
- Provides support to the activities of the UPU bodies in charge of development and cooperation at the Council of Administration, Postal Operations Council and regional events.

4. Resources Management
a. Management of the Directorate
- Leads and manages the Directorate ensuring coordination and oversight of the work programmes, promoting an environment of professional inquisitiveness, anticipating new challenges, seeking solutions and evaluating their effectiveness, demonstrating to the Director General, member countries and other stakeholders a commitment of excellence;
- Recommends the appropriate organizational structure of the Directorate, assigning staff and financial resources based on priorities and workload;
- Initiates the development and implementation of the Directorate’s work plan, including forecasts, priorities and anticipated requirements in terms of human and financial resources;
- Achieves annual service targets and ensures the Directorate performs within budget obtaining efficiency gains;
- Ensures that all policies, processes and procedures, workflows and systems in place are relevant and cost effective;
- Establishes a culture of continuous improvement in the Directorate.

b. Human Resources
- Leads, motivates and guides a multidisciplinary and multicultural team. Establishes their work plans and performance objectives, provides regular feedback on their performance, recognizes good performance and addresses unsatisfactory performance issues.
- Fosters integration and teamwork.

c. Financial Resources
- Directs and supervises budget preparation, implementation, management and reporting;
- Establishes measures to monitor resources.

5. External Relations
- Represents the Union at inter-agency, international, regional and national meetings.
QUALIFICATION AND SKILLS REQUIRED
Education:
Advanced university degree (Master or equivalent) in administration, business administration, economy or a related field.
Experience:
Over 10 years of professional experience in one of the areas covering this position, including at least five years at senior level. Experience in postal sector would be an advantage.
Technical knowledge:
- Knowledge of the areas covering the position; e.g. project management.
- Thorough understanding and hands-on experience in development and cooperation.
- Knowledge of the postal challenges and opportunities facing all regions.
- Knowledge of all regions in terms of their political, social and economic situation.
Skills and abilities / competencies:
- Ability to work in an international environment with staff of different cultural, educational and religious background.
- Results-oriented.
- Excellent communication skills, including strategic negotiation skills and strong representational abilities.
- Ability to drive for change and improvement.
- Strong leadership and team management skills, including the ability to empower others to perform.
- High sense of objectivity and impartiality.
- High sense of political sensitivity.
Language skills:
French is the official language of the UPU. English and French are the working languages of the UPU International Bureau. For this post, proficiency in English or French is required. Knowledge of the other language would be an advantage. Training will be mandatory in order to acquire the required level of the second language in a reasonable time frame.
Additional Information:
Annual salary:(Net of tax)
USD 107,150.00

Post adjustment: The percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation. As a reference, the post adjustment for the month of January 2017 is 76.5%.
